and declaring an emergency.
THE CITY CO~MISSION OF THE CITY OF BRE~ERTON ORDAINS AS FOLLOWS:
Section 1. That because of the unusual financial demands on the city of Bremer-
ton during the year 1942, and expected increased demands during the year 1943, on
account of the state of war now existing between the United Nations and the Axis
Powers, it has been necessary for the City Commission of the city of Bremerton to
authorize the issuance of and to issue emergency warrants in large sums in order to
protect the peace, health and safety of the inhabitants of the city of Bremerton,
and particularly to authorize the issuance of emergency warrants in the sum of Thirty-
five thousand ($35,000.00) Dollars for the purpose of Civilian Defense in the city
of Bremerton; that the issuance of such emergency warrants has been made necessary
by the great and unexpected influx of inhabitants into the city of Bremerton in
connection with the war effort and the necessity of furnishing adequate fire and
police protection, furnishing funds for Civilian Defense activities and for furnish-
ing other city services in order to insure the public peace, health and safety.

in 1943 and to retire such emergency warrants and particularly warrants authorized
for Civilian Defense are not available under the fifteen-mill tax levy authorized by
law for cities or towns within the State of Washington, and the City Commission of
the City of Bremerton believes that it is necessary and advisable that qualified
voters authorize a special levy of five-mills on the dollar of assessed valuation
on property within the city of Bremerton in order for the various departments of
city government and particularly Civilian Defense, to be able to function during
