AN ORDINANCE, providing for the enumeration of all persons residing in
the corporate limits of the City of Bremerton, by enumerators to be appointed
by the Mayor, prescribing the duties of such enumerators, and procedure to be
followed in the event twenty thousand or more persons are found to be residing
in the City of Bremerton, and declaring an emergency.
THE CITY COMMISSION OF THE CITY OF BRE~RTON ORD~ NS AS FOLLOWS:
Section 1. The City Commission of the City of Bremerton does hereby declare
that it appears from all indications relating to the growth of the city in size
and in population that considerably more than twenty-thousand people are now
inhabitants of the City of Bremerton, and that it is necessary and advisable
that a city census be taken pursuant to and in strict compliance with the pro-
visions of Paragraph 8952, Remington's Revised Statutes of Washington, to deter-
mine the number of persons residing in the corporate limits of the city, and
that the City of Bremerton should be advanced in class from a city of the
second class to a city of the first class in the event such census shows that
twenty thousand or more people reside in the corporate limits of the City of
Bremerton.
Section 2. The Mayor of the City of Bremerton is hereby directed to
appoint three persons to make an enumeration of all persons residing in the
corporate limits of the City of Bremerton.
Section 3. The persons so appointed shall, before entering upon their
duties, take an oath for the faithful performance thereof, and shall, within
five days after their appointment proceed within their respective districts,
to make an enumeration of all persons residing therein, with their names and
places of residence, and immediately upon the completion of such enumeration
shall make return thereof, upon oath, to the City Commission of the City of
Bremerton.
Section 4. Upon the 'filing of the said returns, the City Commission shall,
at its next meeting, or as soon thereafter as practicable, canvass and certify
the same, and if it shall appear that the whole number of persons residing
within the corporate limits of the City of Bremerton is twenty thousand or more,
the Mayor and Clerk shall certify, under the corporate seal of the. City of
Bremerton, the number so ascertained, to the Secretary of State, who shall file
the same in his office, and when so filed such certificate shall be conclusive
evidence of the population of the City of Bremerton.
Section 5. That an emergency exists affecting the public peace, health
and safety, and this ordinance shall become immediately effective following
passage and publication.
PASSED by the City Commission of the City of Bremerton, signed by the
Mayor, and attested by' the City Clerk in authentication of such passage, on
