THE CITY OF BREMERTON DOES ORDAIN: Section 1. Except the wages of certain classifications in the Police and Fire Departments, established by initiative petition and the resulting Ordinance No. 159A, whenever work is ordered performed in excess of the employee,s assigned hours or tour of duty, he shall be entitled to receive remuneration therefor in accordance with the terms of Ordinance No. 1~70 of the City of Bremerton. Work performed that is a part of the employee's regular assignment, outside of the employee's regular hours (if the hours are arranged for the convenience of the employee) or if the work is done without the express authority of the department supervisor, shall be considered part of the regular assignment, and the employee shall not be entitled to over-time pay for such services. Section 2. Each employee in all departments must be paid for the work performed by him, and it will not be permissible for one employee to work for another, except with the approval of the head of the department, and in such cases only the employee performing the service shall receive pay for the same. Section $. Employees shall only render service to one department of the Cit~ of Bremerton and receive remuneration for services rendered to one department, foz the same days or weeks of the calendar year. Any person now performing services for more than one department of the City of Bremerton, will be allowed to choose the department in which he shall continue his services, unless one occupation is on a temporary basis without civil service rating or eligibility, in which event, his services that are not covered by civil service eligibility, shall be the ones discontinued. ~ection 4. In view of the adoption of the forty (40) hour work week, in all departments of the City of Bremerton except in the Police and Fire Departments, and of increased wages by initiative petition in those departments, and the pro- vision of liberal relief day arrangements in those departments--all of which has been adopted for the express purpose of providing adequate wage standards for all employees with ample opportunities for rest and relaxation, the performance of part or full-time work or the engaging in part or full-time occupation, other tha~ the services performed for the City of Bremerton in assigned regular occupations, will be cause for the removal from the city service of any person so engaged, whenever such outside occupations reduce the employee,s efficiency to the City, ox increase the accident hazard to himself or other city employees, by reason of his reduced efficiency and lack of the proper amount of rest and relaxation. Section 5. Should any employee desire to increase his earnings from time to time because of unusual financial demands, or for other legitimate and reasonable purposes, over and above the amount of his regular salary, opportunities, wheneve~ possible, will be given him by the City, on approval of a majority of the City Council, for such assignments on a straight-time basis, within the same pension- fund group of departments. Section 8. Whenever, in the following salary and wage scales, there shall be a so-called hyphenated scale of wages or salaries, wherein there are upper and lower wages or salaries specified that embrace the employee's present wage, each employee will enter the year 1948 at the wage or salary he now receives and continue at such rate until a "Notice of Employment or Change of Pay Status" form has been submitted and received the approval of a majority of the City Council. (For Library employees the approval will be by the Library Board.) Section 7. Whenever, in the following salary and wage scales, the rate showr for any classification, or the lowest rate, wherever there shall be more than one rate sho?n, is(greater than the rate now being received by any employee, then suct employee will be aSvanced to~he lowest rate shown in the 1945 salary and wage scale; however, the "Change of Pay Status" form must be submitted and approved before the payroll clerk can increase the rate for any employee. Section 8. The rate of pay of any employee shall be determined by the class- ification he holds under the Civil Service provisions of the City Charter, and/or the nature and character of the work being performed, limited by the classifica- tions included in the 19~5 Budget of the City of Bremerton. No person shall hold one classification (under Civil Service) and be paid at the rate authorized for some other classification, except and unless he has been duly authorized (by the Civil Service Commission) to perform such other duties temporarily, pending the establishment of an eligible list and certified eligibles for such position. Section 9. No person shall be employed at a classification, or paid at a rate that is not included in the 1945 Budget of the City of Bremerton as limited and defined in these Salary Ordinance provisions, unless and until a legal supple- mentary emergency budget providing such classification or classifications has beer adopted by the City Council in conformity with the City Charter and State law. Section 10. After an employee's rate of pay has been established for any certain classification for the year 1945 without an increase in duties, such rate of pay shall only be raised under the following conditions: ~1. If there is a higher rate of pay provided in the Budget for the same department, and then, only-- 2. If such higher rate of pay is included in the official salary ordinance, when-- 3.
