pr!ate~ in the 1946 Budget, except certain designated funds, and providing that
certain ~esi~inated funds shall be carried forward and remain in full force
effect an~ be held available for the purpose of such budgetary appropriation.

Section 1. That a!l sums provided in the budget for the year 1946 for ca~i-
ta! or betterment outlays of all departments, which remain ~expended or unencmnbered
on January 20, 1947, shall be abandoned on January 20, 1947, except the following,
which shall remain in full force and effect and shall be held available during the
year 1947, ~less hereafter specifical!y abanc~oned by ordinance:
