AN ORDINANCE ~eclaring an emergency to exist on account oi' The necessity
of acquiring and operating the ~anette Sewer system, Defense Public ~orks Project
No.Wash.45-178 and appropriating $24,000.00 to provide l'or the expense occasioned
by such emergency.
THE CITY OF BREMERTON DOES ORDAIN:
Sectional. That the City of Bremerton determined by Ordinance No. 1889
to acquire and operate a system oI~ sewerage within and. outside the City of
Bremerton, known as the l~ane~te Sewer System, DeI~ense Public Works Project No.
A8-178 in the lnSeres~s oi~ public welfare, health and safe~y; that an emergency
exists and that i~ is essential to the public welfare, health ~d safety ~ha~
the City of Breme~ton acquire, improve and operate said system, in confo~ce
with ~he p~ovisions oI~ sa~d ordinance; tha~ f~ds in the sum of $2A,000.00 have
been made available by sale of revenue bonds but that the s~e may no~ be
pended under the laws of bhe Sta%e of Washin~bon ~less and ~ll an emergency
be declared to exis~ ~ue to t~-~e [~act bnat such emergency could not have been
foreseen a~ ~he ~ime oI~ maXing the official city Du~get for ~he year 1948, and
there is no provision for the expenditure oi' the proceeds of said bon~s in said
official city budget.
Section 2. That there is hereby appropriated $24,000.~0 or so much ~here-
of as shall be needed, pursuan$ ~o ~he emergency budget hereinafter adopted, for
the acquisition o1' said Mane~te Sewer system, ~d ~he Mayor and City Clerk are
hereby authorized and directed to issue ememgency warrants not exceeding said
s~ in pa~ent of the e~penses occasioned by such emergency, s~e to be retired
from runes on hand from the sale oi' ~evenue bon~s in the Manette Sewer Acquisi-
tion F~d; tha% the following emergency budget is hereby adopSed:

That the acquisition, survey, recording, repairs, ~d acco~ing, referred to
in said budget, shall all be carried as set forth in the said O~dln~ce No. 1~89.
Section Z. That the City Clerk is hereby ins~Pug%ed and directed ~o pub-
lish a copy of 5his ordin~ce in the official city newspaper i~edia~ely fo~-
lowing ~he approval oi' ~his ordinance on first reaeing.
Section ~. If this ordinance is approved on first rea~ing, this ordin~ce
shall be read fop final passage a5 5he meesing of ~he City Council one week after
the da~e of its firs~ reading.
Section 5. Tha~ ~ emergency exists which affects the public peace,
health an~ safety of ~he City of Bremer~on, and ~nis o~dinance shall ~ake eI'fect
i~ediately on passage ~d publication.
