That the cost and expense of s aid improvement shall be borne by and assessed against the property included in the assessment district hereinafter createe, in a ccormance with the provisions of Section 9365 of i:{emington's t{evised Statutes, except such proportion of said cost as shall be borne by and paid for by the State of ~jashind~ton or other Coverr~ent which proportion o~' such cost m~d expe~se is hereby' declared to be in accoro- ance with special benefits conferred upon such proporty. Section 3. Section 4.
