Section 3. Section 4. That the cost and expense oi~ said improvement to Oe borne by said improvement district and exclusive of any portion ~orne by either the State of Washington or other governmental agency, shall ~e assessed against said property inc±ud~ in said improvement districts in proportion to said area, except certain units wherein the special behead±ts coni'erred upon the pro- perty are not fairly reflected by the use oz' the termini and zone method, the assessment shall be made against 'the property o£' the district or any unit with- in the district in accordance with the special oenez'its it will ~erive from the improvement without regard to the zone and termini method, and in accord- ance with the provisions cz' Section 9365 of Remington's Revi-~ed Statutes of the State of '~ashington and the remainder oI' said cost of the improvement to be paid for by arrangement, i~' any, with the State of Washington or other gov- ernmental agency. Section 5. '±'hat bonds bearing interest at the rate oI' not to exceed six percent per annum, payaOle on or bez'ore ten years from the date oi' i.~suance, shall be issued in payment oI' the cost expense cz' said improvement assessed against the property included in the district hereinaOove described, which bonds shall be redeemed by a collection ct' special assessments levied and assessed against the property within said district, payable in. equal annual installments, with interest at the rate not to exceed 8 percent per annum under the mode oi' pa~ment by bonds as required by law and the ordinances of the 01ty of Bremerton. These Oonds shall be delivered to the contractor in redemption of warrants on the local improvement district I'unds issued on the estimate oi' the City ~ngineer, or che City oi' Bremerton may, at its option, sell said bonds and ma~e such redemption in cash. Section 6. That this ordinance saall take effect immediately I'ollowing its passage and publication, as provided by law.
