WHEREAS, heretofore the City of Bremerton adopted Ordinance No. 1928 providing for the private collection oI' garbage in the City of Bremet~ton and eszablishing rates thereI'ore, and WHEREAS, the rates, as specified in the bid bi' the contractor, were not carried into the said ordinance and contract with contractors thereunde: the CITY OF BREMERTON DOES ORDAIN: Section 1. That Section 14 of Ordinance No. 1928 be and the same here. by is amended to read as follows: Section 14. Schedule of Charges. Customers shall be classified in one of the a~ove catagories on the basis of average weekly collection. All premises occupied during all or part of a given month shall be charged a minimum of $.94 for garbage ser- vice, wheth(-~P any collections were actually made or not, subject to the oc- cupant proving that there was no garbage or refuse of any kind created or accumulated which the gar0age collector could have collected. Where it is permissible to collect rubbish for pice up in other t2~an garbage cans, it shall '0e charged for as if it had been placed in such cans of regular size. Where a requested collection is of such an unusual size or a~ some tim. other than regular collections are made at the premises, a special charge based on the extra expenditure of labor and equipment shall be set by the garbage collector, and as established by the proper department oi' the State of Washington. Section 2. That by reason of the failure to set out the proper rates and to provide for collection service at a distance o~' over ~wenty ~'eet fro~ the vehicle used in collecting garbage, there does exist and ~d~ere hereby declared to exist, an emergency affecting the public peace, health and safe' of the citizens of the City of Bremerton and this ordinance shall ~a~e effe. immediately upon passage and publication.
