Section 2. ~here is hereby, established a Sidewalk Construction Fund No. 1, for the above described improvements. Section 3. Special assessments, payable in three equal installments, as hereinafter provided, shall De assessed to and levied upon the respec- tive lots, tracts and parcels of land hereinabove descffibed in an sunount equal to the cost of each separate improvement to the prope~ty of which it abuts, and no property shall be assessed or liable rot the cost of any other improvement included herein. The first installment shall be payable at the office of the ~ity freasurer thirty (30) days after the ~ate of the confi~'mation of the assess- ment roll; the second installment shall ~e payaOle on or Oefore six (6) months from the ante of the confirmation of the assessment roll; and the third installment twelve (1~) months after the date of the confirmation roll. All deferred payments stall bear interest at the rate of 6 per cent per annum up to and includins the due ~ate of the last installment. Thereafter any unpai.~ Oalance shall draw interest at the rate of 18 per cent per an- The '~ole of the .a. ssessment~ may be paid within thirty (30} days after the date of the confirmation of the assessment roll without interest. For the purpose of the above described improvements the~:,e is hereby cz'eared a special fund to be designated "Sidewalk Construction Fund, Dis- trict No. 1", into which shall Se paid the special assessments hereby auth- orized as and when collected, as provided by law. Section 4. For the purpose of paying the cost and expense of' said improvements theue may se issued 0/ the City of Bremerton sidewalk construc- tion warrants, to be stifled "S~,dewalk Construction Fund Warrants, District No. 1", eact'~ warrant to be numbered consecutively, and beau'lng interest from the date of issuance at the rate of 3 per cent per anntnn. Said war- rants stall ,.e redeemable only out of the receipts of the sidewalk construc- riot fund created by this ordinance. In case said improvements ape made by contract, said warrants shall ~:~e deliver,ed to 'the contractor in payment of the contract price, or' the City of Bremer'ton may, at its election, sell said warrants and make payment thereof in cash or pPoviae said cash payment from ORDINANCE NO. 2190 (CON'T) any fund created for that purpose. The sidewalk const~'uction fund war- rants herein provided for may be sold by the City Treasurer at pu01ic or private sale at not less than their par value. In such event, the proceeds thereof shall oe applied in paymmnt of the cost and expense of sai~ improvements. Section 5. As soon as the Oity Engineer shall ascertain the cost an~ expense o[' said improvement, he shall cause to be prepared an{t cer- tified to ~he oity Cle~k an assessmen~ roll. which sh~.~l! exhibit in sep- ara'ts columns the name of the owner or the reputed ow~er, as shown on the tax roll of' the County Treasurer, of the lot, tract or parcel of land specially assessed, as provided for in Section 1 hereof, and if the name of the owner be unknown, the word "unknown" shall be written opposite the description of such lot, tract or parcel of land; a brief description by lot and ~lock, or otherwise, of each lot, tract or parcel of land ass- essed, and the assessment nmmber of each lot, 'tract or parcel of land specially assessed, and the amouno assessed to each lot~ tract or parcel of land. The Oity Council shall fix a time and place for hearing such assessment roll, as provided by law. Section 6. This ordinance shall take effect immediately after its passage.
