and appropriating funds not provided for in the 1970
Budget~ and declaring an emergency.
THE CITY OF BREMERTON DOES ORDAIN:
Section 1. There is hereby created within the Engineering
Department of the City of Bremerton a position designated as "Design
Engineer".
Section 2. The~e is hereby appropriated from the General
Fund of the City of Bremerton, for the balance of the budget year
1970, the sum of $ ~O~ ~ to the item "Design Engineer", under
Salary and Wages in the Engineering Department, at a salary of
$890.00 per month.
Section 3. EFFECTIVE DATE: That an emergency exists
affecting the public peace, health, safety and welfare of the
'~citizens of the City of Bremerton, and this Ordinance shall take
effect immediately following passage and publication.
PASSED unanimously on first reading by the City Council of
the City of Bre~erton, signed by the Mayor and attested by the City
Clerk in authentication of such passage this-- ~~

says: That he is the Commissioner of Public Works for the,~,:~
Bremerton and that he makes this Affidavit in support of the
emergency nature of the Ordinance creating the position of ::Design
Engineer': ~;ithin the Engineering Department of the City of Bremerton.
Your affiant states that, in order to properly accomplish the various
public works projects which have been undertaken by the City of
Bremerton wherein a combination of State, Federal and City funds
are utilized, it is necessary that additional professional services
be established within the Engineering Department of the City of
Bremerton and that such services would be available from a person
holding the position of "Design Engineer:'.
