Title I, and Section 1200 of Title IV, Chapter
II of Ordinance No. 1792, pertafnin~ to zoning.
THE CITY 0TM BFEMENTON DOE~ ONDAIN:
Section 1. That Section 32, Chanter II, Title I of
Ordinance No. 1792 is hereby amended to read as follows:
Section 32, "Notice of Public HearinE~_:
Any public hearing held pursuant to this
zoning ordinance shall be in accordance with
Section 11.02 of Title IV~ Chapter I.

Section 2. That Section 1200 of Title IV, Chapter
II of Ordinance No. 1792 is hereby amended to read as follows-
Section 1200~ Amendments and_6~eals:
Any interested citizen or administrative
officer of the City of Bremerton may appeal
to the
C~ty Council from any ruling of the
Commission, pertaining to the granting or denial of any
permit applied for pursuant to Title V hereof or
any other form of special use permit herein allowed,
when such ruling is considered to be adverse to
his interest, by filing with the secretary of the
Commission within ten (10) days from such ruling
a written notice of appeal. Thereupon the
secretary of the Commission shall forthwith
transmit to the City Council all papers anc] documents
constituting the record upon which the ruling appealed
from was m~de. The City Council shall, upon such
notJce to interested parties as provided for in
Section 1102, hold a hearing, at which it may take
and receive such further evidence as shall seem to it
relevant or material. Upon such an appeal~ the City
Council shall have the power to overrule, alter
or change any ruling of the Commission pertaining
to the granting or withholding of the permit so
applied for, provided~ a majority of the City Council
consisting of two-thirds (2/~) of its membership,
vote in favor of such alteration or change of ruling.

29 of Ordinance No. 325 and adding
a new section thereto.
CITY OF BREMERTON DOES ORDAIN:
Section 1. That Section 29 of Ordinance No. 325 is
amE to read as follows:
Section 29. LOITERING OR PROWLING. A person commits
a violati¢ if he loiters or prowls in a place, at a time, or
in a manner )t usual for law-abiding individuals under circum-
stances that rant alarm for the safety of persons or property
in the vicinity, the circumstances which may be con-
sidered in determi whether such alarm is warranted is the
fact that the actor es flight upon appearance of a peace
officer, refuses to .fy himself, or manifestly endeavors to
conceal himself or any t. Unless flight by the actor or
other circumstances makes it ~, a peace officer
shall prior to any arrest for offense under this section
~~i~eb~c~r~t~°~u~estin~h~Yi~f~h~s~ld
and explain his presence and conduct. ~o person shall be
convicted of an offense under this Sectio~if the peace officer
did not comply with the preceding sentence,~r if it appears
at trial that the explanation given by the acer was true and,

dispelled the alarm.
Section 2. There is added to Ordinance No. ~25~ a new
section to read as follows:
Section 62. WINDOW PEEPERS AND PEEPING TOMS. It~hall
be unlawful for any person to be a window peeper or peeping
tom. ~For the purpose of this section, the terms "window peepe~"
and "peeping tom" are defined as: A person who goes upon premises
