THE CITY OF BREMERTON DOES ORDAIN: SECTION 1: There is hereby created within the Communications Department of the City of Bremerton, a position designated as Communications Technician II. SECTION 2: There is hereby appropriated from unappropriated cash balance in the General Fund the sum of $8,400 for payment of salary and benefits. APPROVED by the City Council on the first reading this/~day-- of May, 1974. PASSED by the City Council of the City of Bremerton, signed by the Mayor and attested by the City Clerk in authenti- cation of such passage this ~ day of May, 1974. ATTEST: ffR~S~ DEPIrI'f~ CIT~ CLERK AFFIDAVIT STATE OF WASHINGTON) SS COUNTY OF KITSAP ) I, Dave Patroon, Supervisor, Communications Department, do hereby certify under oath as follows: At the time of 1974 budget preparation in the fall of 1973, it was recognized that the Communications Department needed to hire, as a regular employee, an additional electronics technician. We were unable to de~ermine at that time whether an existing EEA e~ployee, Leonard S. Sigurdson, could be trained at an early enough date to fill the job, or if a i-rained, experienced, licensed technician would have to be hired. It was determined that the position would not be budgeted, but would be dealt with as required, at such time during the 1974 year, when a course of action was determined. ~h~. Sigurdson is scheduled for termination under the EEA program on May $1, 1974. It has now been determined that although ~'~. Sigurdson has performed very_ satisfactorily within the limits of his training and experience, the Communi- cations D~pamtment has a pressing need for a trained, experienced, licensed tec]mician. It has therefore been my recommendation to the City Commissioners that a trained technician be hired as opposed to hiring ~.~. Sigurdson. I have also requested that Mr. Sigurdson be picked-up, if possible, as a trainee in the Co~nunications Department, under the Federal Manpower Program. The additional trained technician has been needed for more than a year, and the volume and level of service requested from the Communications Department has reached a point of clearly indicating the need for immediate additioD~l help. The alternative is curtailment or deteriomation of service. The amount of Appropriation required is $8,400. DAVE 'PATMON, COM~L~CATIONS SUPERVISOR Subscribed and.sworn to before me this ~ day of April, 1974. NOTARY PUBLIC IN AND FOR THZ ST'ATE OF WASHINGTON, RESIDING IN BRt~RTON.
