Ordinance No. 2888 is hereby amended to add Section 36 as follows: "Section 36. A taxicab driver's permit may be denied to any applicant who is found to have been convicted of a felony, misdemeanor or gross misdemeanor involving moral turpitude." APPROVED by the City Council on the first reading this ~'day of ~1975. PASSED by the City Council of-the City of Bremerton, signed by the Mayor and attested by the City Clerk in authentication of such passage this ~ day of August, 1975. ATTEST: G. C.~ADON, SR., City Clerk DANIEL J. EVANS, Governor P. O. BOX 2527 OLYMPIA. WASHINGTON 98504 3una 23, 1975 Sergeant Jack E. Minger Bremerton Police Department 239 Fourth Street Bremerton, Washington 98310 Dear Sergeant Minger: Re: Taxicab Driver's Permit - Special Police Officer Effective June 19, 1975, Chapter 1, Title 28 of the Code of Federal Regulations, part 20, established minimum standards for dissemination of criminal histories. The regulations affect any manual or automated system funded in whole or in part with funds made avail~le by the Law Enforcement Assistance Administration. The minimum requirements must deny employment, licensing, or other civil rights and privileges to persons convicted of a crime, or require a criminal record check prior to employment or licensing. After review of ordinances 2888 and 2988, it does not appear that either meet the minimum requirement as set forth; denial of license for con- viction of a crime or require criminal check. The ordinance submitted for public bathhouses, massage parlors, attendants, etc., will be retained at the Section and applicant card submissions accepted, as the ordinance specifically states licensing will be denied for prior convictions; however, the taxicab and s?E~l police office~ ordinances will need to be amended, or poss~ly new ordinances drafted before meeting the established criteria.
