AN ORDINANCE providing for the establishment of a
special fund to be known as the "Third Transmission
Line Fund."
WHEREAS THE CITY OF BRE~RTON has made application to the Department
of Housing and Urban Development for a Community Development Block Grant for the
purpose of installing a third water transmission line from the Old Belfair Hi,h-
way to Kitsap Way and Lakehurst Drive; and
WHEREAS, this Grant has been approved in the amount of $500,000 subject
to fulfillment of the requirements in HUD Handbook 1900.23 dated 3anuary, 1975,
and the requirements in HUD letter 10.iD dated 3uly 7, 1975, to the Mayor of
the City of Bremerton;
NOW, THEREFORE, THE CITY OF BREMERTON DOES ORDAIN:
Section 1. A special fund to be known as the "Third Transmission
Line Fund" is hereby created for the purpose of receiving and disbursing funds
for the construction of a third transmission line from Old Belfair Highway to
Kitsap Way and Lakehurst Drive.
Section 2. Ail reports and all requests for cash required in accordance
with the terms of the Grant will be prepared by the City Clerk and signed by
the Mayor.
Section 3. Obligations may be incurred against this fund for the
purpose of procuring necessary pipe and the appurtenant valves and fittings, for
the construction, installation and restoration incident to the project and for
administrative and contingent costs as authorized by City Council.
Section 4. Warrants may be issued or transfers made against this
fund in satisfaction of obligations incurred as authorized by Section 3 or to
repay expenses incurred by other funds for the purposes authorized in Section 3
only when a claim against the fund has been approved by the Superintendent of the
Water Department and there is sufficient cash in the fund to redeem the warrants
or satisfy the transfer. No deficit balances shall be permitted to occur in
this fund.
Section 5. ~e cash received and the ultimate increase in the Water
Department Capital Account will be offset by the Utility Accountant in the Water
Depmrtment financial statements as Contributions in Aid of Construction. The
total value of the Grant shall be considered an asset of the Water Department.
