i AN ORDINANCE providing for the establishment
~,f of a special ~und to be known as the "Recreation
Facilities C~nstruction Fund" and declaring an
emergency.
WHEREAS THE CITY OF BREMERTON has made a grant application to the
Economic Development Administration to aid in the construction of a covered
swimming pool and a youth and senior citizens recreation facility.
WHEREAS, this ~rant has been approved in the amount of $1,000,000.00
subject to fulfillment of the requirements of the Local Public Works Capital
Development ~nd Investment Act of 1976, as amended by the Public Works Employ-
ment Act of 1977 (P.L. 94-369):
NOW, THEREFORE, THE CITY OF BREMERTON DOES ORDAIN:
Section 1. A special fund to be known as the "Recreation Facilities
Construction FUN" is hereby created for the purpose of receiving and disbursing
funds for the construction of a covered swimming pool, youth and senior citizens
recreation facility.
Section 2. Ail reports and all requests for cash required in accordance
with the terms of the Grant will be prepared by the City Clerk and signed by the
Mayor.
Section 3. Obligations may be incurred against this fund for the
purpose of architects~fees, construction of the facility and for administrative
and contingent costs as authorized by City Council.
Section 4. Warrants may be issued or transfers made against this
fund in satisfaction of obligations incurred as authorized by Section 3 or to
repay expsnees incurred by other funds for the purposes authorized in Section 3
only when a claim against the fund has been approved and there is sufficient
cash in the fund to redeem the warrants or satisfy the transfer. No deficit
balances shall be permitted to occur in this fund.
An emergency is hereby declared to exist, and it is hereby found
necessary for the public health, welfare and safety thatthiSordinance become
effective immediately upon its passage~ a~ and publication.
PABSED UNANIMOUSLY by the City Council of the City of Bremerton,
Washington, at a regular open public meeting thereof, signed by the Mayor,
and attested by the City Clerk in authentication of such passage, this~_J~'~
