The Alley which runs from 15th St. to 16th Street between Warren Avenue
and Broadway Avenue (vacated)
all in accordance with the plans, maps, and specifications on file in the
office of the Cit9' Engineer; adopting said plans, maps and specifications;
establishing an Lmprovement district; providing for the levy. ing of assessments
for the pa)~nent of such improvement and making such improvement payable by
bonds, warrants or installment notes.
THE CITY OF BR~RTON DOES ORIIklN:
Section 1. That the above area be Lmproved by the construction of
drainage structures and asphalt surface, together with the doing of an)- and
all work in cormection therewith as may be necessary to make such improvement
a complete job, all in accordance with the maps, plans and specifications now
on file in *~he office of the City Engineer of the City of Bremerton.
Section 2. Thnt the maps, plans mid specifications prepared by the
City Engineer, now on file in the office of said City Engineer, for the
aforesaid improver,,ent be and the sm~e are hereby adopted. '
Section $. That t_he cost and e:mense of said ir~prove~,ent shall be
borne by and assessed against the property included L~ the assessment district
hereinafter created, in accordance ~,5t_h the provisions of ~dne Revised Code of
Washington 35.43.080 except such proportion of said cost as shall be borne by
and paid for by the State of l',:ashin:aron or oC"_,er goYe~T-,.~.ental agency, wi~ich.
proportion of such cost and ex-pense is hereby declared to be in accordance
with the special benefits conferred u-pon sud~ properzy.
Section 4. That there is hereby established and created a local

Beg at the intersection of the west margin of Warren Ave.and th& south margin of
16th Street; thence west to the east margin of Broadway Ave. (vacated);thence
south to a point 127.08 feet north of the north margin of 15th Street; thence
east 98.25 ft.;thence south to the north margin of 15th Street;thence east to
a point 60 ft. west of the west margin of Warren Avenue; thence north 31.77 ft;
thence east to the west margin of Warren Avenue; thence north to the POB.
Section 5. That the cost and expense of said i~provement to be borne
by said improvement district and exclusive of any portion borne by either
the State of Washington or other governmental agency shall be assessed against
said property included in said improvement district in proportion to said area,
except certain units wherein the' special benefits conferred upon the property
are not fairly reflected by the use of the termini and zone method, the
assessment shall be made against t~he property.' of the district in accordance
~vith the special benefits it will derive from the improvement ~cithout regard ..
to the zone and termini method, and in accordance ~th the provisions of the
Revised Code of Washington 35.43,080 and the remainder of said cost of the
improvement to be paid for by arrangement, if any, ~vith the State of Washington
or Other governmental agency.
Section .6. That bonds, ~,'arra~nts or irmtallr,~ent notes bearing interest
at a rate of not more ~uan ~ percent per a~n~-n,, payable on or before ~
years from the date of iss-~mnce, shall be 5ssued in pa)~ent of the cost and
e.x]~ense of said improvement assessed against the property include~ in t]ue

be redeemed by a collection of special assessments levied and assessed against

Section 7. ~nat this Ordinance shall take effect immediately following
its passage and publication, as provided by law.
