COUNTY OF KITSAP :
FRED S. SCHONEMAN, being first duly sworn upon oath
deposes and says; that he is the duly elected qualified and
actin~ Commissioner of Public Works and Utilities for the City
of Bremerton. That prior to the adoption of the 1963 budget,
it had been determined that the llth Street project, in several
stages requiring approximately four years to complete. After
the adoption of the budget and considerable more planning and
engineering it was determined that if the unit was completed
as a single project that there would be considerable saving
of money to the City and convenience to the public. That an
emergency appropriation is necessary to accomplish this saving
and convenience to the public, which could not have been reason-
ably foreseen at the time of the adoption of the budget.
