all in accordance with the plans~ maps, amd specifications on file in the
office of the Oity Engineer; adopting said plans~ maps and specifications;
establishing an improvement district; providing for the levying of as-
sessments for the payment of such improvement and making such improvement
payable by bonds or installment notes.
THE CITY OF 8REMERTON DOES ORDAIN:
Section 1. That East 30~ Street from Halverson Avenue to Sanders
Avenue be improved by the construction of concrete curbs and gutters and
asphaltic surfacing, to~zether with the doing of any and all work in con-
nection therewith as may be necessary to make such improvement a complete
job, all in accordance with the maps, plans and specifications now on file
in the office of the City Engineer of the Oity of Gremerton.
Section 2. ~hat the maps, plans and specifications prepared by the
City Engineer, now on file in the office of said City Engineer, for the
aforesaid improvement be .~nd ~he same are hereby adopted.
Section 3. That the cost and expense of said improvamen'i: shal~ be
borne by and assessed a~ainst the property included in the assessment
district hereinafter created, in ~ccordance with the provisions of the
Revised Code of Washington ~5.4~.0B0 except such proportion of said cost
as shall be borne by and paid for by the State of Washington or other
governmental agency, which proportion of such coat and expense is hereby
declared to be in accordance w~th the special benefits conferred upon
such proper~y.
Section 4. That there is hereby e~tablished zc~! created a local
improvement district to be called and known as:
Local Improvement Oistriot No. 290
the boundaries of which ere described aa follows:

Halverson Avenue with westerly extension of the south line of
Lot 4 Halverson Addition; thence easterly along the south line
of said Lot 4 and it's easterly extension to its intersection
with the east margin of Sanders Avenue; 'thence northerly along

the east margin of Sanders Avenue to a point which is 357 feet
north of the centerline of East 30~ Street; thence west ~long a
straight line parallel to East 30~ Street to the centerline cf
Halvsrson Avenua~ thence southerly along the csnterline of
Halver~on Avenue to the point of beginning.
Section 5. That the cost and expense of said improvement to be
borne by said improvement district and exclusive of any portion borne hy
either the State of Washington or other governmental agency shall be as-
sessed against s~id property included in said Improvement District in
proportion to said area by the use of the zone and termini method~ and in
accordance with the provisions of the Revised Code of Washington 35.~3.080
and the remainder of said cost of the improvement to be paid for by ar-
rangement, if any, with the State of Washington or other ?ovemnmenta! agency.
Section 6. That bonds or installment notes bearing interest at a rate
of not more than six percent per annum, payable on or before 10 years from
the date of issuance, shall be issued in,payment of ~he cost and expense
of said improvement assessed against the property included in the distric~
hereinabove described ~0hich bonds or installment notes shall be redeemed
by a collection of special assessment levied and assessed against the
property within said district, payable in equal annual installments, with
interest et the rate of not to exceed eight percent per annum under ~he
mode of payment by bonds or installment notes as required by la~,~ and the
ordinances of the City of 8remerton. These bonds or installment notes shall
be delivered to the contractor in redemption of warrants on the Local
Improvement District funds issued on the estimate of the City Engineer, or
the City of 8remerton may, at its option, sell said bonds or installment
notes and make such redemption in cash.
Section 7. That this Ordinance shell take effect immediately following
its passage and publication, as provided by law.
PASSED by the City Council of the City of 8remerton, signed by the
Mayor and attested by the City Clerk in authentication thereof this
