AN ORDINANCE making an appropriation of funds for 'which
an insufficient appropriation was made in the 1963 budget
and declaring an emergency.
THE CITY OF BREMERTON DOES ORDAIN:-
Section 1. There is hereby appropriated to the item 3.01
Maintenance and Operation Garage the sum of Fifty-five Hundred
Dollars ($5500.00) from funds not other wise appropriated. That
at the time of the adoption of the 1963 budget it could not have
been reasonably foreseen that the plan to reconstruct Eleventh
Street would be changed from a three year plan to a one year plan
requiring greater use of trucks and heavy equipment utilizing more
parts and supplies than provided for in the budget and that the
price of some of these supplies would increase.
Section 2. That an emergency exists and is hereby declared
to exist and the foregoing appropriation is made for the preservation
of the public peace, health, safety and welfare of the citizens of
Bremerton and is necessary to carry on the operation of the city
garage. This ordinance shall be in full force and effect immediately
upon passage and publication.

COUNTY OF KITSAP =
FRED SCHONEMAN, being first duly sworn upon oath, d-eposes
and says= That he is the duly elected, qualified and acting
Commissioner of Public Works and.Utilities, at the time of the
adoption of the 1963 budget the plan for the Eleventh Street
improvement called for the work to be done in several stages over
several years time. That a review of these plans indicated that
if the project was completed as a unit the cost of the project
would be reduced. The plan was changed and work was commenced
in 1963 and as a result thereof there was a greater comsumption
of gasoline, oil, tires and maintenance work than anticipated
made necessary by the work upon the Eleventh Street project.
That in order to keep the garage functioning it is necessary
that an emergency appropriation be made to provide money for the
purchase of parts and supplies by the garage for resale to the
