he is the duly elected, qualified and acting Commissioner of Public
Health and Safety; that he is the duly elected, qualified and acting

elected, qualified and acting Clerk of the City of Bremerton; that
at the time of the adoption of the 1961 Budget the Municipal Fire
Defense Institute of the American Municipal Association had not been

fire insurance premiums, and shall better the Building Code for the
City of Bremerton; that at the time of the adoption of the 1961
Budget it could not have been reasonably foreseen that the Superior
Court of Kitsap County would hold certain assessments in L.I.D. 275
invalid and by such decision making it an obligation of the city to
pay for these invalid assessments; that at the time of the adoption
of the 1961 Budget it could not have been reasonably foreseen that
several areas would annex to the City of Bremerton by an election,
the costs of which are a legal obligation of the city, and that the
1961 Legislature would by law require the city to take a census in
all areas annexed at the city's costs; that an appropriation for
the costs of these elections and the census are a legal obligation
of the city.
