E. H. T. McGOWAN, being first duly sworn on oath, deposes
and says: That he is the duly elected, qualified and acting City
Clerk of the City of Bremerton and is in charge of the conduct of
elections within the City of Bremerton; that, at the time of the
adoption of the 1961 Budget, At could not have been reasonably
foreseen that the City of Bremerton would use voting machines in
place of paper ballots and that the costs of maintaining and operating
and using these machines at the Primary and General Elections would
exceed the costs incurred by the use of paper ballots; and it could
not have been reasonably foreseen that four propositions would be
submitted to the voters of the City of Bremerton, which also
increased the costs of these elections; that these elections must
be held as a matter of law and are a legal obligation of the City
of Bremerton; and it is necessary that Eleven Hundred Dollars
($1100.00) be appropriated so that the costs of the election can
be paid.
