Manager at a step higher than Rate 1 in Pay
Band 15 and adjustment ofthe Planning
Manager within Pay Band 15.

SUMMARY: The Director of DCD proposes to offer the vacant Development Manager position to
Steve Wilcox, currently a Community Development Director, who has four years experience as a
Development Services Manager and numerous years experience as a Building Official and Plans
Examiner. The Director has negotiated salary compensation and proposes making this appointment at
Rate 4 in Pay Band 15. By BMC 2.50.032(a), the Council must approve any starting salary above
Rate 1. In conjunction with this action the Director of DCD also proposes to adjust the salary of the
Planning Manager from Rate 1 to Rate 4 of Pay Band 15. This in-range rate adjustment is to provide
for internal equity corrections. By BMC 2.50.032(b) the Council must also approve of this action.

FISCAL IMP ACTS (Include Budgeted Amount): None. The salaries are within the 2006 budget for
these positions.

RECOMMENDED MOTION:
1). Approve the hire of the Development Manager at Pay Band 15, Rate 4, of the City of Bremerton
Management Salary Plan 2006.
2). Adjust the Planning Manager within Pay Band 15 to Rate 4 of the City of Bremerton Management
Salary Plan 2006
