SCHONF~MAN being first duly sworn upon oath deposes and says: That he is the duly elected, qualified and acting Commissioner of Public Works and Utilities of the City of Bremerton; that as part of the City's Arterial Street Program it was determined that llth Street would be extended to Kitsap Way by the construction of a fill and roadway. After the initial plan was prepared and adopted, it was later determ- ined that there would be a considerable saving of money and convenience to the traveling public if this extension was completed as a single project rather than one extended over a period of four or more years; that in order to protect the existing fill it is necessary that the surface be black topped; that proper drainage be installed and that curbs, gutters, lights and guard rails be installed to protect the traveling public and the installation. That at the time of the adoption of the 1964 budget it could not be determined whether or not the foregoing work would be done in 1964 and as a consequence thereof there is an insufficient appropriation in the Arterial Street Fund to complete this project. That this emergency appropriation is necessary to protect the public peace, health and salty.
