be and the same hereby is ratified and re-enacted.
Saction 2. That an emergency exists and is hereby deo!ared
to exist~ affecting the ~ublic peace, health, safety and welfare
of the citizens of Bremerton and this ordinance shall become and
take effect immediately upon passage and publication.
