/~~'~ AN ORDINANCE providing for an appropriation of funds
to the Arterial Street Fund and to the City Street Fund
for which an insufficient appropriation was made in the
1965 budget and declaring an emergency.
THE CITY OF BREMERTON DOES ORDAIN:
Section 1. There is hereby appropriated to the Arterial Street
Fund the sum of ~50,000.00 for completion of the Park Avenue Project,
SA5-62ST and for payment of the City's share of the cost of the recon-
struction of Pine Road in the vicinity of Sylvan Way.
Section 2. That subsequent to the adoption of the 1965 budget
it was ascertained that the City Street Fund could not be fully reimbursed
from the 1964 Arterial Street budget for work performed during that year
and it was necessary to complete such reimbursements from the 1965 budget,
and as a result there is an insufficient appropriation in the City Street
Fund to complete the said Park Avenue Project, which could not and was
not foreseen at the adoption of the 1965 budget.
Section 3. That subsequent to the adoption of the 1965 budget
an area adjacent to Pine Road has come into the city; that Kitsap County
is reconstructing said Pine Road north of the city limits and continuing
south along and within the city limits to Sylvan Way; and that there is no
appropriation in the 1965 budget for such purpose as the same was not fore-
seen at the adoption of said budget. That city matching funds are required
for said improvement, and that there is therefore hereby appropriated to
the City Street Fund the sum of $12,500.00 for transfer to the Arterial
Street Fund as matching fund.
Section 4. That an emergency exists and is hereby declared to
exist and said appropriation is necessary for the preservation of the public
peace, health, safety and welfare of the citizens of Bremerton, and this
Ordinance shall be in effect immediately following passage and publication.
APPROVED unanimously on first reading this ~ day of October,
1965.

FRED S. SCHONE~N being first duly sworn, upon oath,
deposes and says' That he is the duly elected, qualified and acting
Commissioner of Public Works and Utilities of the City of Bremerton~
that at the time of the adoption of the 1965 budget it could not
reasonably have been foreseen that the appropriation available in
the 1965 Arterial Street Fund budget would not be sufficient to
complete the Park Avenue Project; also, it could not have been
reasonably foreseen that the area adjacent to Pine Road would be
annexed to the city and that the County would be reconstructing
said Pine Road~ that the most feasible and economical method of
reconstructing said road is to have Kitsap County do it while con.
structing the portion which is outside the city limits~ and that
an emergency appropriation of $50,000.00 is required for these
purposes and that in order to make such total available it is also
necessary to appropriate the sum of $127500.00 to the~City Street
Fund for matching funds.
