AUSTIN M. CLARK, being first duly sworn on oath, deposes
and says: That he is the duly elected, qualified and acting Commis-
sioner of Finance and Accounting of the City of Bremerton; that at
the time of the adoption of the 1967 budget, it could not reasonably
have been foreseen that the City of Bremerton would be involved in
the creation of off-street parking facilities and that therefore
there was no fund established for off-street parking, nor appropria-
tion made in the 1967 Budget; that an emergency now exists requiring
the creation of a Municipal Off-Street Parking Fund, and an emergency
appropriation in the amount of $200,000.00 to provide the funds
necessary in the Municipal Off-Street Parking Fund.
