AN ORDINANCE creating a Municipal Off-Street
Parking Fund and providing for an appropriation
of funds to the Off-Street Parking Fund, and
declaring an emergency.
THE CITY OF BREMERTON DOES ORDAIN:
Section 1. There is hereby created a fund in the City
of Bremerton to be known as the Municipal Off-Street Parking Fund.
Section 2. There is hereby appropriated to the Municipal
Off-Street Parking Fund the sum of Two Hundred Thousand Dollars
($200,000.00) for the acquisition of land, demolition of existing
facilities, and improvement of the land for the purpose of provid-
ing off-street parking facilities to be operated by the City of
Bremerton inthose areas commonly known as "The Craven Center Property"
and the "Fourth Street and Washington Avenue Property.
Section 3. That all revenues coming in to the City of
Bremerton from the Municipal operation of parking facilities or
related activities in connection with the operation of facilities
on the two properties in question shall be p~d into the Municipal
Off-Street Parking Fund. There shall also be paid into the fund
all proceeds from any bond issue which may be authorized and issued
for the purpose of redeeming City warrants drawn on the Municipal
Off-Street Parking Fund.
Section 4. That at the time of the adoption of the 1967
Budget for the City of Bremerton, it could not be ascertained or
anticipated that there would be a need for the creation of a
Municipal Off-Street Parking Fund; and as a result thereof and due
to the off-street parking projects anticipated by the City of
Bremerton at this time, there is no appropriation'7~agailable~for the
operation of the Municipal Off-Street Parking Fund.
Section 5. That an emergency exists and is hereby declared
to exist, and said appropriation is necessary for the preservation
of the public peace, health, safety and welfare of the citizens of
Bremerton; and this ordinance shall be in effect immediately follow-
ing passage and publication. ~.~.

says: That he is the duly elected, qualified and acting Commissioner
and Accounting
of Finance/of the City of Bremerton; that at the time of the adoption
of the 1967 Budget, it could not reasonably have been foreseen that
the City of Bremerton would be involved in the creation of off-
street parking facilities and that therefore there was no fund
established for off-street parking, nor appropriation ma~e in the
1967 Budget; that an emergency now exists requiring the creation
of a Municipal Off-Street Parking Fund and an emergency appropria-
tion in the amount of $200,000.00 to provide the funds necessary
in the Municipal Off-Street Parking Fund.
