ShorewoOd Drive (Kitsap Way Northerly to Naval
Ammunition Depot), Beach Drive (Shorewood Drive
Westerly and Northerly to Freeway), Brentwood
Drive (Beach Drive South to Freeway), Crawford
Drive (Brentwood to Beach Drive) all in accord-
ance with the plans, maps, and specifications on
file in the office of the City Engineer; adopt-
ing said plans, maps and specifications; establish-
ing an improvement district; providing for the
levying of assessments for the payment of such
improvement and making such improvement payable
by bonds~ warrants, and installment notes.
THE CITY OF BREMERTON DOES ORDAIN:
Section 1. That Shorewood Drive, Beach Drive, Brentwood
Drive, and Crawford Drive shall be improved by the construction
of sanitary sewer and laterals within the street right-of-way,
together with the doing of any and all work in connection there-
with as may be necessary to make such improvement a complete Job,
all in accordance with the maps, plans and specifications now on
file in the office of the City Engineer of the City of B~emertc~.
Section 2. That the maps, plans and specifications pre-
pared by the City Engineer, now on file in the office o~ said
City Engineer, for the aforesaid improvement be and the same are
hereby adopted.
Section ]. That the cost and expense of said improvement
shall be borne by and assessed against the property included in
the assessment district hereinafter created, in accordance with
the provisions of the Revised Code of Washington ]5.4B.080 except
such proportion of said cost as shall be borne by and paid for
by the State of Washington or other governmental agency, which
proportion of such cost and expense is hereby declared to be in
accordance with the special benefits conferred upon such property.
Section 4. That there is hereby established and created a
local improvement district to be called and known as:
Local Improvement District No. B00
the boundaries of which are described as follows:
Commencing at the center of Section 16, T24N, R1E,
W.M., and the true point of beginning; thence
S1°41'27" E a distance of 75 feet; thence West
to the Easterly margin of P.S.H. 21; thence

250 feet more or less to a point which bears S 88°
45'20" E a distance of 24.54 feet from the Southwest
corner of said Government Lot 2; thence N 89°53'30'' E
a distance of 210 feet more or less to the centerline
of Shorewood Drive as now exists; thence Southeasterly
along said centerline of Shorewood Drive to a point
which is 140 feet North of and parallel to the center-
line of Madrona Point Road; thence North and Easterly
along a line which is 1~0 feet Northerly of and
parallel to the centerline of Madrona Point Road to
its most Easterly intersection with the following
described line (Beginning~at the Southwest corner of
Government Lot 2 of said Section 16; thence N 89e
56'30" E a distance of 219.60 feet; thence N 0°34'
l?" W a distance of 100 feet; thence N 89e56'30'' E
a distance of 332.07 feet; thence N 0°34'17'' E a dis-
tance of 104 feet to the Government meander line;
thence S 58e30'00'' E along said meander line 87.29
feet; thence S 0e34'17" W a distance of 245.93 feet
to the centerline of Madrona Point Road and the end
of this described line); thence S 0e34'17'' E a distance
of 129 feet, more or less to the Northerly margin of
Madrona Point Road~ thence continuing S 0e3~'17" W
a distance of 43.1g feet to the Southerly margin of
Madrona Point Road; thence S 68°35'00" W along the
Southerly margin of Madrona Point Road a distance of
165.94 feet; thence S le58'50'' E a distance of 91
feet; thence S 89e56'30'' W a distance of 78.41 feet;

S 85e45'06'' W a distance of 120.03 feet more or less
to the centerline of Shorewood Drive as it now exists;
thence South and Easterly along said centerline of
Shorewood Drive to a point which is 629.95 feet South
and 310.~0 feet East of the NW corner of Government
Lot 3 of said Section 16; thence N 89053'49'' E a
distance of 120 feet; thence S 6°40'00'' E a distance
of 100.68 feet; thence'S 89e53'~9" W a distance of 120
feet more or less, to the centerline of said Shorewood
Drive; thence South and Easterly along the centerline of
Shorewood Drive to a point which is 1,029.95 feet
South and 386.40 feet East of the NW corner of Govern-
ment Lot 3 of said Section 16; thence N 89~53'49'' E a
distance of 140 feet; thence S 16~41' E a distance of
104.40 feet; thence S 89e53'49'' W a distance of 1~0
feet, more or less to the centerline of Shorewood
Drive; thence South and Easterly along the centerline
of Shorewood Drive to a point which is 1,244.94 feet
South of the North line of Government Lot 3, said
section 16; thence S 89*53'~9" E to a point which is
99 feet East of the East margin of Shorewood Drive;
thence Southeasterly along a line to a point on the
South line of Government Lot 3, which is 103 feet East
of the East margin of Shorewood Drive of said Section
16; thence N 89e57'06'' W along the South line of said
Government Lot 3 to the centerline of Shorewood Drive;
Thence South and Easterly along the centerline of
Shorewood Drive to its intersection with a llne described
as follows: (Commencing at the intersection of the East
margin of Shorewood Drive and the North margin of
P.S.H. 21; thence Northerly along the East margin of
Shorewood Drive a distance of 180 feet; thence Westerly
at right angles to the Easterly margin of Shorewood
Drive a distance of 20 feet to the centerline of Shore-
wood Drive); thence Easterly at right angles to the
centerline' of Shorewood Drive a distance of l~0 feet;
thence South and Westerly along a line which is 120
Easterly of and parallel to the East margin of Shore-
wood Drive to the North margin of P.S.H. 21; thence

Westerly along the North margin of P.S.H. 21 to a
point which is 120 feet Nest of the West margin of
Shorewood Drive; thence Northerly and Westerly along
a line Which 'is parallel to and 120 feet West of the
Westerly margin of Shorewood Drive to the North line
of Government Lot 3 of said Section 16; Sh~nce Wester-
ly along said North line of Government Lot B to the North
South center line of said Section 16; thence South
along said North South centerline of Section to the
center of Section 16 and the point of beginning and
the end of this description.
Section 5. That the cost and eXpense of said improvement
to be borne by said improvement district and exclusive of any
portion borne by either the State of Washington or other govern-
mental agency shall be assessed against said property included {
in said Improvement District in proportion to said area, except
certain units wherein the special benefits conferred upon the
property are not fairly reflected by the use of the termini and
zone method, the assessment shall be made against the property of
the district in accordance with the special benefits it will
derive 'from the improvement wi ~tbout regard to the zone and termini
method, and in accordance with the provisions of the Revised Code
of Washington 35.43.080 and the remainder of said cost of the
improvement to be paid for by arrangement, if any, with the
State of Washington or other governmental agency.
Section 6. That bonds bearing interest at a rate of not
more than six percent per annum, payable on or before 12 years
from the date of issuance, shall be issued in payment of the cost
and expense of said improvement assessed against the property
included in the district hereinabo.ve described which bonds shall
be redeemed by a collection of special assessment levied and
assessed against the property within said district, payable in
equal annual installments, with interest at the rate of not to
exceed eight percent per annum under the mode of payment by bonds
as required by law and the ordinances of the City of Bremerton.
These bonds shall be delivered to the contractor in redemption
of warrants on the Local Improvement District funds issued on
the estimate of the City Engineer, or the City of Bremerton may,

at its option, sell said bonds and make such redemption in
cash.
Section 7. That this Ordinance shall take effect immediately
following its passage and publication, as provided by law.
PASSED by the City Council of the City of Bremerton, signed
by the Mayor and attested by the City Clerk in authentication
