employment of owners or ooerators of business
establishments within the City of Bremerton as
agents for collection of certain utility charges,
directing their duties, requiring an indemnity
bond and hold harmless agreement as a condition
of designation and employment.

Section 1: The Commissioner of ~inance is hereby authorized
and empowered to designate and employ the owners or operators of
such business establishments, and in such numbers, as he shall deem.
necessary or desirable, at convenient ooints within the City as
agents for collection at their designated establishments of billin~s
or statement due the City for monthly water and sewer service charges.
Section 2: Each designated owner or operator shall be covered
by a fidelity bond running in favor of the City of Bremerton in an
unimpaired amount of not less than $~.~,_c~- with a coroorate
licensed surety of the State of Washington satisfactory to the
Commissioner of Finance. Until such bond is filed with the City
custodian of records, bearing the written approval of the Commissioner
of Finance, the designated owner or operator shall not be authorized
or entitled to collect utility charges.
Section 3: a. Ail sums received by each agent shall be
forwarded, together with receipted stubs to the City Treasurer in
sufficient time to insure receipt by the Treasurer prior to 11:00
o'clock A.M. of the next business day following collection.
b. The agent shall cause each receipt to be marked "paid" in
bold and legible print on the reverse side of the billing or statement~
together with the date of payment.
c. No corrections or changes shall be made except ~hen the
customer presents the previous billing or statement showing payment
thereof, and, if agent is satisfied that a correction or ~hange is
therefor proper, such correction may be made. Agent may refuse ~o
make changes or corrections and may refuse to receive and receiet
for any billings or statements appearing to him to be altered, obscure,

erroneous, or debatable. Any corrections or changes made by agent
shall be clearly indicated upon the bill or statement with permanent
red marking in such fashion as to not obscure the matter corrected.
Agent shall not accept partial payment of any bill or statement.
d. The agent shall, in addition to providing fidelity bond
hereinbefore set forth, agree by accepting appointment as agent and
by acting as such agent, to indemnify and save and hold harmless the
Commissioner of ?inance, City Treasurer and the City of Bremerton
against any loss or damage they or any of them may incur or suffer
resulting from, caused by, or arising out of any act or acts of said
agent or his employees.
Section 4: The agency herein authorized is limited solely to
the specific acts and duties herein described and no more.
