running from 2hth Street to 26th Street between Veldee
Avenue and Wycoff Avenue, all in accordance with the
plans, maps, and specifications on file in the office of
the City Engineer; adopting said plans, maps, and speci-
fications; establishing an improvement district; providing
for the levying oF assessments for the payment of such
improvement and making such improvement payable by bonds,
warrants or installment notes.
THE CITY OF BREMERTON DOES
Section 1. That, the Alley as described above, be improve:~
by the construction of drainage structures and asphalt surfacing,
together with the doing of any and all work in connection therewith
as may be necessary to make such improvement a complete job, all
accordance with the maps~ plans and specifications n~ on file in the
off~ce of the City Eng~neer of the City of Bremerton.
Section 2. That the maps, plans and specifications prepare~.!
the City Engineer, now on file in the office of said City Engineer, for the
aforesaid improvement be and. the same are hereby adopted..
Section 3. That the cost and. expense of said improvement shall.
be borne by and assessed against the property included i~ the assessment
district hereinafter created, in accordance with the provisions of the
Revised Code of Washington 3~.~3.O80 except such proportion of said cost as
shall be borne by and paid for by the State of Washin~tor or other
governmental agency, which proportion of such cost and expense is hereby
declared to be in accordance with the special benefits conferred upon such
property.
Section h. That there is hereby' established and created a local
improvement district to be called and known as:

the boundaries of which are described as foll~.~s:
Beginning at the intersection of the centerline of 26th Street
with the centerline of Veldee Avenue; thence East along the
centerline of 26th Street to the centerline of Wycoff Avenue7
thence South along the centerline of Wycoff Avenue to the
centerline of 2~th Street; thence West alone the center]ine
of 2hth Street to the centerlir~.e of Veldee Avenue; thence
North alone the centerline of Veldee _~venue to the Po~n+, cf
Beginning.
Section ~. That the cost and expense of said improvement to be
borne by said improvement district and exclusive of any portion borne by either
the State of Washington or other governmental, agency shall be assessed against
said property included in said Improvement District ~n proportion to said
area, except certain units wherein the special benefits conferred upon the
property are not fai. rly reflected by the use of the termini and zone method,
the assessment shall be made against the property of the district in accordance
with the special benefits it will derive from the improvement without regard
to the zone and termini method, and in accordance with the provisions of the
Revised Code of Washington 3~.~3.O80 and the remainder of said cost of the
improvement to be paid. for by arrangement, if any, with the State of Washington
or other governmental agency.

Section 6. The bonds, warrauts or ~nstallment notes bearing
interest at a rate of not more than six per cent per annum, payable on or
before l0 years from the date of issuance, shall be issued in payment of
the cost and expense of said improvement assessed against the property
included in the district hereinabove described which bonds, warrants or
installment notes shall be redeemed by a collection of special assessment
levied and assessed against the property within said district, payable ir~
equal annual installments, with interest at the rate of not to exceed
eight percent per ann~m under the mode of pa~ent by bonds, warrants or
installment notes as required by law and the ordinances of the City of
Bremerton. These bonds, warra~.ts or installment notes shall be del~vere4
to the contractor in redemption of warrants on the Local Improvement
District funds issued on the estimate of the City Engineer, or the City
of Bremerton may, at its option, sell said bonds, warrants or ±nsta]lmen±
notes and make such redemption in cash.
Section 7. That this orddnance shall take effect ~mmediately
following its passage and publication, as provided by law.
