SUBJECT: Supplemental Budget for General Fund
In reviewing the General Fund November ~.eports and the December activities,
it is apparent the General Fund will exceed the c~rent appropriation.
The problems tie in two areas: I) In General Miscellaneous the Cowley
study and the reeord~ management study were not budgeted. 2) The Potice
Depa~ent will exceed their Personnel costs by approximately $45,000 and
their capital o~tlay budget by $25,000.
The high rate of turnover in personnel within the Police Department has
resulted in increased salary and t~aining costs. The higher than
anticipated cost of p~ol ears and the p~hase of non-budgeted ~apital
items r~su~ted in the ~api~al o~lay cost over-run.
The attached emergency appropriation ordinance is presented for your
consid~ion. Passage of this ordinance is nec~sa~y to prevent the
General Fund from exceeding lis 1980 budget which is prohibited by state law.
Res pe~tfully,
Leo E. Olney
City Treas ur~r
