SECTION 2: Title II, Chapter I, Section 200 shall be amended to read as follows: The City of Bremerton is hereby divided into five types of use districts as follows: A. Residential One Districts B. Residential Townhouse Districts C. Residential Two Districts. D. Business Districts E. Manufacturing Districts SECTION 3: Title II, Chapter II-A is hereby added to Ordinance No. 1792, to state as follows: SECTION 350. PURPOSE AND APPLICATION. The purposes of the RT District and its application are: A. To provide areas for compatible mixes of townhouses and detached single-family dwellings of various styles, sizes and prices at moderate densities com- patible with surrounding development or sensitive land characteristics; --1-- B. To provide affordable housing at scales and densi- ties which offer private ground level open space and other amenities while promoting efficient use of land and energy; C. To provide design standards which recognize the special characteristics of townhouses to ensure their high quality as residences and their compati- bility with surrounding development; D. To allow complimentary accessory and non- residential uses which are determined to be compati- ble with residential communities through a special review process. E. Use of the RT zone shall be limited to: 1. Areas which meet one or more of the following criteria: a. Areas which will result in a smooth transi- tion between lower intensity residential and higher intensity residential or non- residential uses; and/or b. Areas where infill development of skipped- over or under-used lands in developed resi- dential areas would be compatible with sur- rounding development; and/or c. Areas with existing development patterns consisting of mixed housing types and densi- ties where townhouses would be compatible with surrounding development; and/or d. Areas where clustering of housing at lower overall densities will protect sensitive areas which pose potential hazards to devel- opment or which have important environment- al features, such as unstable slopes, wet- lands and floodplanes. Overall densities on such parcels should generally be less than the maximum permitted density; and 2. Areas which are served by adequate streets, utilities and public services, particularly those areas served by public transit. SECTION 351. PERMITTED USES. A. USES PERMITTED OUTRIGHT. No building or land shall be used within RT districts except as follows: 1. TOWNHOUSES 2. SINGLE FAMILY DWELLINGS #. LIBRARIES and ART GALLERIES 4. PARKS and PLAYGROUNDS 5. The Planning Department shall be authorized to issue an application form which lists the minimum information to be included on the site plan. SECTION 353. FORMS OF TOWNHOUSE OCCUPANCY AND CONVEY- ANCE. A. The requirements of this chapter apply regardless of the form of occupancy or ownership.
