Chapter 26, Laws of Washington,
1981, and stating the intent of the
City of Bremerton to annex to,
join, and become a part of the
Kitsap County Rural Library Dist-
rict; finding that the public in-
terest will be served thereby, and
asking for concurrence by the lib-
rary board.
WHEREAS, for many years the City has contracted with the
Kitsap County Rural Library District for said library district to
provide library services to the City upon the terms and condi-
tions provided for in said contracts, and
WHEREAS, the 1981 Legislature at Chapter 26, Laws of Washing-
ton, 1981, provided that a city of up to 100,000 population may
join and annex to a contiguous library district upon approval of
the voters of such city, and upon approval or concurrence of the
effected library board, and
WHEREAS, said legislation requires that a first step of the
City Council by ordinance provide that it intends for the City to
join and annex to said library district, upon a finding by the
City Council that the public interest will be served thereby,
with said proposed ordinance to be submitted to the state librar-
ian and to the local library board, for concurrence by the local
board, now, threfore,
BE ORDAINED by the City of Bremerton:
SECTION 1
That the City Council hereby finds that the public interest
would be served by annexation of the City to the Kitsap County
Rural Library District; such annexation will tend to continue and
improve present excellent library service, tend towards good
interlocal government relations and be at a reasonable cost.

SECTION 2
City Council intends to, and by this ordinance does, initi-
ate such annexation pursuant to Chapter 26, Laws of Washington,
1981.
SECTION 3
Prior to passage or consideration on second reading, this
proposed ordinance shall be sent to the state librarian and to
the local library board, and the local library board is requested
to review and provide its reco~endation and concurrence in such
proposed annexation. Upon receipt of such concurrence by the
local library board, the ordinance will be considered on final
passage, and if enacted into law, Council will by resolution
request the county co~issioners to call for this measure to be
put to the voters at the November 2, 1982 election, at which time
the voters can pass upon such proposed annexation. If then
approved, annexation will proceed to be accomplished by January
1, 1983 .
