HomeMy WebLinkAbout3700 AN C~DINANCE establishing the policies for determining equitable charges to be imposed on all users which dis- charge %~ste~ter to the %~stewater facility system operated by the City of Bremerton, providing certain prohibitions upon such users and discharges and repealing and amending various provisions of existing ordinances which conflict with this ordinance. S~CTION 1: PURPOSE This ordinance establishes user charge policies to generate sufficient revenue to fund capitalization and operation and maintenance of the City's ~stew~ter system. Ccsts shall be distributed to all users of the system in proportion to each user's demands for capacity (capital costs) and actual system loading (O & M Costs). Volu~e and strength of %~stewater shall be considered in determining each user's share of costs. A separate ordinance will establish specific rates of charge consistent with the policies established herein. S~TION 2: AMENDMENT OF DEFINITION S~CTIONS OF ORDINANCE NO. 3147 Secticn 2 of Ordinance No. 3147 (BM~ 15.04.020) is amended to include the following definitions: A. All users will be assessed a flat rate O & M charge on all service billings to include the equally allocated costs for standard billing and receiving (see Secticn 3(B)(1)(d)(i)).
