SUBJECT: Budget Adjustment for Budget
Analyst Position
Committee Meeting Date: 6-14-06
COUNCIL MEETING Date: 6-28-06
Department: Financial Services
Presenter: Laura Lyon
Phone: 473-5722
SUMMARY: The City's current Budget Analyst has given notice of intent to retire in October of
2006. This is a highly technical and important support position for Financial Services. Hiring
someone now and providing a period of double filling the position will allow for sufficient training
and a smoother transition of this important function of the City. This will require a budget
adjustment of $25,000 in personnel costs to cover the double fill period and also requires Council's
approval to have the Financial Services staffing level increase above the authorized 2006 budget
levels for that same time period. In addition, staff is recommending an increase of $5,000 to both the
Financial Services and Human Resources 2006 personnel budgets to provide temporary help in
addressing identified data entry and clerical work backlogs.
:ATTACHMENTS: Discussion Memo.
FISCAL IMP ACTS (Include Budgeted Amount): This action will increase the authorized
expenditures ofthe General Fund by a total of$35,000 (Finance - $30,000, Human Resources $5,000)
in 2006. The additional expenditures will come from ending fund balance. The increased
expenditures are a one time cost to cover additional workloads in the department and to provide for a
transition period for the budget analyst position replacement.
