SUMMARY: The City currently leases either sites or towers to various communications
organizations. The attached Lease Agreement is from New Cingular Wireless PCS, LLC (formerly
AT&T). The current lease expired in February of2005 and has been month-to-month since. The
new lease will run for a period of 5 years. The new lease agreement states that New Cingular Wireless
PCS, LLC will pay the City $1200.00 per month. (Currently paying $687.32 per month). The tower
is multi-purposed and allows for additional antennas. New Cingular Wireless PCS, LLC will pay the
City 50% of any revenues received from co-locations on the tower.

RECOMMENDED MOTION: Move to approve the telcommunications facilities lease agreement
with New Cingular Wireless PCS, LLC for a five year term, commencing July 1,2006 and authorize
the Mayor to execute the agreement in substantially the same form as presented.
