relating to Wastewater Facilities
Construction Fund, No. 309.
THE CITY OF BREMERTON DOES HEREBY ORDAIN:
Ordinance No. 3839 is amended as follows:
SECTION 1. ESTABLISHMENT AND PURPOSE OF THE FUND.
The City Treasurer is authorized and directed to
establish Wastewater Facilities Construction Fund No. 309.
Monies from the fund will be used to finance the construction of
new Bremerton sewerage collection, transmission and treatment
facilities.
SECTION 2. SOURCE OF MONIES IN FUND NO. 309.
The source of monies for Fund No. 309 shall be:
A. From a grant from the Washington State
Department of Ecology under the Referendum 39
program.
B. From funds received from the U.S. Navy
pursuant to its agreement to pay for the
capital costs incurred in providing the Navy
with sewer services.
C. From the capital portion of rates and
charges collected from users of the Bremerton
sewer service.
D. From federal funds or any other funds
that come available for the construction of
the sewerage collection, transmission and
treatment facilities.
E. From proceeds from revenue bond sales for
the construction of the sewerage, collection,
transmission and treatment facilities.
SECTION 3. AUTHORIZATION FOR EXPENDITURE OF MONEY FROM THE
FUND.
After obtaining the signature of the City Engineer and
the Project Manager, or one designee for either of the above, who
must be associated with the project, and approval of the warrant
by City Council, monies may be expended from this fund. Two
signatures must be affixed to all purchase requisitions and claims,
one of whom must be the City Engineer or the Project Manager.
