AN ORDINANCE amending Ordinance 3700 relating
to policies for determining equitable charges
for users of wastewater facility system.
THE CITY OF BREMERTON DOES HEREBY ORDAIN:
SECTION 1.
Ordinance 3700, §3, paragraph B, §?a is amended to
read:
The bi-monthly volumetric user charge for each
user or account will be computed by multiplying
the appropriate "volumetric unit charge" by the
volume discharged by each user during the
bi-monthly billing period. The volume of
wastewater discharged for all users is deemed to
be one hundred per cent (100%) of the volume of
water delivered to each user's premises as
measured by a water service meter, or one hundred
per cent (100%) of the volume of wastewater
discharged to the system for accounts having
wastewater flow meter provisions. In the event
that water service meter readings for a user are
not available to the City, it shall be assumed
that such water consumption is equal to one and
one-quarter (125%) times the water consumption by
similar users or accounts for which water meter
readings are available to the City.
SECTION 2.
Ordinance 3700, §3, Paragraph B, §7b, is amended
to read:
For purposes of computing the bi-monthly
volumetric O & M charge for all residential
users, 400 cubic feet per bi-month per
residential unit shall be deducted from the
volume because the charge for such 400 cubic feet
per bi-month per unit will be included in a flat
charge O & M portion of the bill to each user.
In the event that a residential user's volume is
less than 400 cubic feet per bi-month per unit,
no 0 & M volumetric unit charge will be applied,
but no deduction from the flat charge portion
shall be allowed.
SECTION 3
Ordinance 3700, §3, Paragraph B, §7c, is amended to read:
A special basis for volumetric user charges will
be applied to single-family residential classes
of users during a six-month period (either
April-May, June-July, and August-September or
May-June, July-August, and September-October
billing periods, depending upon which bi-monthly
cycle applies to a specific account). For such
six-month period of probable irrigation use of
metered water, volumetric charges for sewer
service will not exceed the maximum volumetric
charge for a bi-monthly billing during the
preceeding six (6) months providing the user
account was in effect and active for at least two
1
billing periods of the preceeding six (6) months.
The above allowance for irrigation usage of water
may be extended to other than single family
residential user class accounts providing the
user applies for such allowance in writing and
can reasonably demonstrate that such irrigation
usage allowance is appropriate.
SECTION 4.
Ordinance 3700, §3, paragraphs C, C1, 2, 3, 4, 5,
and 6 is amended to read:
C. Capital Costs. The estimated funds for
capital improvements, less amounts recovered
through a contract with U.S. Navy and from
specific grants, will be recovered by charges
allocated to all users, except U.S. Navy.
Any debt service or redemption costs for bonds or
loans for wastewater system improvements will be
treated as would direct payments for capital
improvements.
Part of the capital funds needed each year will
be recovered by fixed bi-monthly charges
apportioned to all non-Navy users on the basis of
parameter daily loadings and the remaining
portion will be recovered by variable charges to
all non-Navy users on the basis of volume and
strength of actual discharges by users.
Both fixed and variable charges will be allocated
as though all improvements to all system elements
would become functional at the same time and
without regard to the actual schedule or sequence
of construction.
The following sequence of tasks defines the
method of allocating capital cost obligations to
system users:
1. Capital cost allocations to elements and
parameters.
The estimated capital costs for improvements will
be allocated to at least the following elements
of system improvements:
a. Local gravity sewers and minor pump stations.
b. Major pump stations and transmission lines.
c. Headworks.
d. Primary treatment.
e. Secondary treatment.
f. Sludge digestion, sludge disposal.
g. Disinfection.
h. Laboratory facilities.
i. Administration and service facilities.
j. System controls.
2
k. Land acquisition, landscaping and security.
1. Miscellaneous improvement related costs.
Each of these allocated costs will be reduced by
the amount of Navy capital cost participation
appropriate to each element and by the amount of
grant funds provided for each such element. The
remaining costs for each element will be further
allocated to the parameters of flow, BOD and TSS.
These element-parameter net capital allocations
plus appropriate debt service for each will be
annualized to yield "element-parameter annual
capital costs"
2. Capital cost allocations to user classes.
The parameter handling capacity allocated to each
element in task 1 will be allocated to user
classes. Flow, BOD and TSS capacities will be
daily average values (gallons/day for flow and
pounds/day for BOD and TSS).
The parameter capacities of elements will be
termed "element-parameter daily loadings". When
allocated to user classes, the allocations will
be termed "element-parameter-class daily
loadings"
3. Capital costs per unit of parameter capacity.
Each "element-parameter annual capital cost" from
task 1 will be divided by the corresponding
"element-parameter daily loading" value from task
2 to generate values termed "element-parameter
annual unit capital costs" (S/year per
gallon/day, S/year per pound/day).
4. Capital costs per unit of flow capacity. The
BOD and TSS strength assumed for each user class
(pounds/gallon) will be multiplied by the
corresponding "element-parameter annual unit
capital cost" values (S/year per pound/day) to
yield "element-parameter annual volumetric unit
capital cost" values (S/year per gallon/day).
These values can then be added to the
"element-parameter annual unit capital cost" for
flow (also in S/year per gallon/day) to obtain
combined "element annual volumetric unit capital
cost" value for all three (3) of these parameters
for each element and each user class. These unit
volume values will then be added across all
elements appropriate to each user class to obtain
"system annual volumetric unit capital cost
values" (S/year per gallon/day) for each user
class.
This "system annual volumetric unit capital cost"
value for each user class will then be multiplied
by one year/365 days and by 748 gallons/H.C.F.
(H.C.F. = hundreds of cubic feet) to yield a
"system volumetric unit capital charge" value
having units of $/HCF.
5. Fixed portion of bi-monthly capital charges.
The "system volumetric unit capital charge"
value, appropriate to each user's class and as
determined in task 4 above, will be multiplied by
the minimum bi-monthly volume appropriate to each
user class to result in a fixed or minimum
bi-monthly capital charge for each account. Such
minimum bi-monthly volume will be Four (4)
hundred cubic feet/bi-month/account for single
family user accounts, for commercial user
accounts and for high-strength commercial user
accounts. The minimum bi-monthly volume will be
Four (4) hundred cubic feet/bi-month/residential
unit for multi-family user accounts.
6. Variable portion of bi-monthly capital
charges.
The "system volumetric unit capital charge"
value, appropriate to each user's class and as
determined in task 4 above, will be multiplied by
that volume of actual wastewater discharge in
excess of the minimum bi-monthly volumes set
forth in task 5 above. The charge amount so
determined will constitute the variable
bi-monthly capital charge for each account.
SECTION 5.
Ordinance 3700, §3, paragraph D1 is amended to read:
1. Amount of Facilities Equity Charge. The
amount to be paid to the City by users for any
desired new or increased equity in capital assets
shall be determined in the following manner.
Existing system capital value shall be defined to
be the undepreciated value of facilities less
contributions in aid of construction and grant
funds, and also less any current outstanding
sewerage facilities indebtedness, used to finance
system facilities. Existing system capital value
will be allocated to the parameters of flow, BOD
and TSS. Flow, BOD and TSS design capacities
will be divided into existing system capital
value by treatment parameter to determine the
element parameter unit costs of existing system
capital value. The flow, BOD and TSS design
strength assumed for each user class will be
multiplied by the corresponding unit cost. These
values will then be added together to obtain the
Facilities Equity Charge for each customer class
or user.
SECTION 6.
Ordinance 3700, §2, is amended to add:
1. Undepreciated value shall mean total original
cost of facilities, including additions and
improvements thereto.
SECTION 7.
Ordinance 3700, §3A2a is amended to read:
a. A Fixed Charge which will include the cost of
account billing procedures, a portion of capital cost
contribution, and in the case of the residential and
Commercial I user classes, the cost of minimum amount
of wastewater discharge.
SECTION 8.
Ordinance 3700, §3B8 is amended to read:
Flat Rate 0 & M Charges. All users will be
assessed a flat rate 0 & M charge on all service
billings to include the equally allocated costs for
4
standard billing and receiving (see Section
3(B)(1)(d)(i)). Additionally, special O & M charges
for metering, sampling, analysis and/or special
computer operations will be added to all bills for all
users in the "contract", "septage" and "verified
strength" user classes. (See Section 3(B)(1)(d)(ii)).
The flat rate portion of O & M charges to all
residential and Commercial I users will also include a
charge for a minimum 400 cubic feet of wastewater
discharge per account/and/or per residential unit per
bi-monthly period.
