AN ORDINANCE annexing approximately 41 acres southwest of the
00 intersection of Pine Road and Sylvan Way, known as the Rickey
--I Road Annexation, amending the Comprehensive Plan, rezoning said
0 property, and fixing the effective date of annexation.

':"..} WHEREAS, the City of Bremerton, Washington, has entered into

"""" agreements with the owners of property located outside the City
~ limits for City utility services, in which the recipients of
c:c those services agreed to the annexation of those properties at a
more appropriate time, to be determined by the City; and
WHERERAS, the City assembled properties represented by six
of those outside Utility Agreements into the Rickey Road
Annexation Area and included some additional properties to create
a straight-line boundary to best meet the boundary review
objectives and factors required for consideration by the Boundary
Review Board; and
WHEREAS, the City is using the Seventy-five Percent Petition
Method, the 10% Notice of Intent and the 75% Petition are both
represented by the signatures on the Outside Utility Agreements,
and the properties included in the agreements represent more than
seventy-five percent of the total assessed value of the proposed
Annexation Area; and
WHEREAS, an environmental review was conducted in accordance
with the State Environmental Policy Act (SEPA) for the proposed
Annexation Area and a Determination of Nonsignificance (DNS) was
issued on ~ebruary 9. 1989; and
WHEREAS, the City provided factual annexation-related
information at public neighborhood meetings on February 14, and
May 23, 1989 and through the dissemination of a facts sheet on
May 15, 1989 and a follow-up letter to area property owners on
May 30, 1989; and
WHEREAS, the Bremerton Planning Commission conducted a
public hearing on February 21, 1989, accepted public testimony
pertaining to the Comprehensive planning and zoning of the
Annexation Area, and passed Resolutions No. 89-5 and 89-6 to
recommend a City Council amendment to the Comprehensive Plan Map
and for the zoning of the sUbject area upon its annexation; and
WHEREAS, The Bremerton City Council conducted a public
hearing and approved the annexation, Comprehensive Plan
amendment, and zoning for the Annexation Area on June 21, 1989;
now, therefore
THE CITY OF BREMER TON DOES HEREBY ORDAIN
Section 1. The Territory described in Exhibit "AU,
attached hereto and incorporated herein, should be and is hereby
made a part of the City of Bremerton.

Section 2. An amendment to the areIDerton Comprehensive
Plan Map is hereby adopted to generally apply the category
"Residential, 15-30 Units Per Acre" to a portion of the
Annexation Area, as illustrated in Exhibit "B", attached hereto
and incorpqrated herein.
Section 3. Said territory hereby annexed shall be zoned
"Single-family (SF-2)", "Single-family (SF-J}", and "Mixed
Residential (MR}", as described in Exhibit "C", attached hereto
and incorporated herein.
Section 4. All property within the territory annexed
hereby shall be assessed and taxed at the same rate and on the
same basis as property within the City, including assessment or
taxes in payment of any bonds issued or debts contracted prior to
or existing at the date of annexation.
Section 5. This Annexation is subject to approval by the
Kitsap County Boundary Review Board and shall take effect ten
days following passage and publication, or on the final date of
approval by the Boundary Review Board, whichever occurs later.

LEGAL DESCRIPTION: The SE 1/4 of the SW 1/4 of Section 2,
Township 24 North, Range 1 East, WM.
ANNEXATION AREA MAP:
The Rickey Road Annexation Area is shaded on the map below.
The Area includes 43 lots and a total area of approximately
41 acres. The area is located southwest of the intersection
of Pine Road and Sylvan Way.
