AN ORDINANCE changing certain zoning district designations and
amending the official Zoning Map of the City of Bremerton to
correct zoning errors in an area south of the Sixth Street and on
the east and west sides of Wycoff Avenue. (Whitlock Zoning Review)
WHEREAS, the City of Bremerton established a six-month
Correction of Errors process following the 1988 adoption of the new
Zoning Ordinance to find and correct errors in the text and in the
application of zoning to specific properties or areas; and
WHEREAS, Cecil Whitlock, within that six-month review period,
requested a review of the zoning of two of his properties, one of
which has been developed with a six-plex at 321 N. Wycoff from
Sixth Street to South of Burwell, including the Whitlock
properties, determined that errors had occurred, and made a
recommendation to the City Council for their correction; and
WHEREAS, the Bremerton Zoning Review Committee, as its meeting
of April 25, 1989, reviewed the new zoning of the entire block of
Wycoff from Sixth Street to south of Burwell, including the
Whitlock properties, determined that errors had occurred, and made
a recommendation to the City Council for their correction; and
WHEREAS, the Bremerton City Council conducted a public hearing
on May 17, 1989, to accept public comments pertaining to this
matter and to consider the Review Committee's recommendations; and
WHEREAS, the City Council agreed with the Zoning Review
Committee's conclusions that errors had occurred in the zoning of
the subject area, a single-lot "Mixed Residential (MR)" spot-zone
was not justified nor was some downzoning that occurred, and the
new zoning conflicted with the Comprehensive Plan and existing land
uses in the area; now, therefore,
THE CITY OF BREMERTON DOES HEREBY ORDAIN
SECTION 1. The zoning district designations for the area
south of Sixth Street and on the east and west sides of Wycoff
Avenue, more particularly described below, shall be changed as
follows:
Lots 4 through 10, Block 5 of the Charleston
First Addition shall be changed from Single
Family - 3 to General Business.
Lots 11 through 20, Block 5 of the Charleston
First Addition shall be changed from Single
Family - 3 to Multiple Family.
Lots 37 and 38, Block 6 of the Charleston First

Addition shall be changed from Mixed
Residential to Multiple Family.
Lots 21 through 36, Block 6 of the Charleston
Addition shall be changed from Duplex
Residential to Multiple Family.
Lots 8 and 9, Block 4 of the Terrell's Addition
shall be changed from Single Family - 3 to
Multiple Family.
Section 2. The official Zoning Map of the City of Bremerton
is hereby amended as stated in Section ~ above.
