HomeMy WebLinkAbout4227 ORDINANCE NO. ~ 7 AN ORDINANCE providing for new Council districts for the City of Bremerton, and repealing Ordinance #4216. WHEREAS, the Bremerton City Charter was amended by the voters of the City of Bremerton to allow the formation of Council districts by ordinance; and WHEREAS, recent annexations have necessitated the correction of district property descriptions; NOW, THEREFORE, THE CITY OF BREMERTON DOES HEREBY ORDAIN: SECTION 1: Council District #1 of the City of Bremerton shall include: DISTRICT NO. 1 All of Section 2, and the north half of Section 11, and that portion of the south half of Section 11 lying westerly of Warren Avenue and northeasterly of the Port Washington Narrows waterway; located within the Bremerton city limits; T24N, R1E., W.M. ALSO CURRENTLY DESCRIBED AS FOLLOWS: All of Precincts No. 052, 056, 058 and 060. SECTION 2: Council District #2 of the City of Bremerton shall include: DISTRICT NO. 2 Beginning at the NW corner of Section 1, T24, R1E, W.M., thence south along Wheaton Way to Sheridan Road; thence southwesterly along Warren Avenue to Callahan Drive; thence easterly along Callahan Drive to Schley Blvd.; thence southerly along Schley Blvd. to the westerly extension of Cascade Trail; thence east along the westerly extension of Cascade Trail to Winfield Avenue; thence north along Winfield Avenue to Jenner Avenue; thence northerly along Jenner Avenue to Fir Avenue; thence East on Fir Avenue and north on Fir Avenue to the centerline of Magnuson Way and the City Limits line; thence following said City Limits line in a northerly direction through Sections 12 and 1 to the centerline of Riddell Road; thence west on Riddell Road to the point of beginning; ALSO CURRENTLY DESCRIBED AS FOLLOWS: Ail of precincts No. 048, 054 and 062. SECTION 3: Council District #3 of the City of Bremerton shall include: DISTRICT NO. 3 Beginning at the intersection of Warren Avenue and the northerly side of Port Washington Narrows; thence northeasterly along Warren Avenue to Callahan Drive; thence northeasterly and southeasterly along Callahan Drive to Schley Blvd.; thence southerly along Schley Blvd. to the westerly extension of Cascade Trail; thence east along said extension to Winfield Avenue; thence north along Winfield Avenue to Jenner Avenue; thence northerly along Jenner Avenue to Fir Avenue; thence East and north on Fir to the centerline of Magnuson Way and the City Limits line; thence following the City Limits Easterly and southerly to Port Orchard Bay; thence westerly along Port Orchard Bay and northerly along Port Washington Narrows to East 10th Street; thence northeasterly along East 10th Street to Shore Drive; thence southeasterly along Shore Drive to Hayward Avenue; thence north on Hayward Avenue to East 13th Street; thence west on East 13th Street to Perry Avenue; thence north on Perry Avenue to East 14th Street; thence west on East 14th Street to Winfield Avenue; thence south on Winfield Avenue to Harkins Street; thence west on Harkins to the northerly side of Port Washington Narrows; thence northwesterly along the Narrows to the point of beginning; ALSO CURRENTLY DESCRIBED AS FOLLOWS: All of Precincts No. 040, 044, 046, 047, 050, and a portion of 042. SECTION 4: Council District #4 of the City of Bremerton shall include: DISTRICT NO. 4 Those portions of Section 13, T24N, R1E, W.M., located within the Bremerton City Limits described as follows: lying easterly of the Port Washington Narrows waterway within the bounds of State Roadway #303 (Wheaton Way), Shore Drive, Hayward Avenue, East 13th Street and East 14th Street, and that portion thereof lying within the bounds of Shore Drive and the Port Washington Narrows waterway between State Roadway #303 (Manette Bridge) and 10th Street; and that portion thereof located westerly of the Port Washington Narrows waterway; EXCEPT that area lying north of llth Street and west of Pacific Avenue, and EXCEPT that portion located within the Puget Sound Naval Shipyard; TOGETHER WITH that portion of the southeast quarter of Section 14, T24N, R1E, W.M., lying south of 6th Street and east of Anoka-Veneta Avenues; AND EXCEPT that portion thereof located within the Puget Sound Naval Shipyard; TOGETHER WITH these portions of Sections 13, 14, 23 and 24, T24N, R1E, located within the Puget Sound Naval Shipyard which is designated as controlled industrial area. ALSO CURRENTLY DESCRIBED AS FOLLOWS: All of Precincts No. 001 and 003; TOGETHER WITH that portion of Precinct No. 042 lying easterly of State Roadway #303 and Shore Drive; and that portion thereof lying southwesterly of Shore Drive between State Roadway #303 (Manette Bridge) and 10th Street; TOGETHER WITH Precinct No. 036 located within the Puget Sound Naval Shipyard which is presently described and/or designated as controlled industrial area. SECTION 5: Council District #5 of the City of Bremerton shall include: DISTRICT NO. 5 Those portions of Sections 13 and 14, T24N, R1E, W.M., located within the Bremerton City Limits described as follows: That portion of the northwest quarter of Section 13 lying north of llth Street and west of Pacific Avenue; TOGETHER WITH that portion of Section 14 located within the bounds of the following: BEGINNING at the northeast corner of Section 14, thence westerly and along the meander line of the Port Washington Narrows waterway to the northerly extension of Chester Avenue, thence south on Chester Avenue to llth Street, thence west on llth Street to Pennsylvania Avenue, thence south on Pennsylvania Avenue to 6th Street, thence west on 6th Street to Naval Avenue; thence south on Naval Avenue to the northerly fence line of the Puget Sound Naval Shipyard, thence easterly along said fence line to the southerly extension of Anoka Avenue, thence north along Anoka Avenue to 4th Street, thence east along 4th Street to Veneta Avenue, thence north on Veneta Avenue to 6th Street, thence east on 6th Street to Park Avenue, thence north on Park Avenue and extension thereof to the point of beginning; TOGETHER WITH those portions of Section 13, 14, 22, 23 and 24, T24N, R1E, W.M., located within the Puget Sound Naval Shipyard which is not designated as controlled industrial area. ALSO CURRENTLY DESCRIBED AS FOLLOWS: All of Precincts No. 005, 007, 009 and 011; TOGETHER WITH Precinct No. 038 located within the Puget Sound Naval Shipyard which is not described and/or designated as controlled industrial area. SECTION 6: Council District #6 of the City of Bremerton shall include: DISTRICT NO. 6 Those portions of Sections 10, 11, 14, and 15, T24N, R1E, W.M., located within the Bremerton City Limits described as follows: The east half of Section 10 lying southerly of the Port Washington Narrows waterway, the south half of Section 11 lying southerly of the Port Washington Narrows waterway and west of Chester Avenue, that portion of the NE quarter of Section 15 lying north of 15th Street; TOGETHER WITH that portion of said Section 14, as described as follows: BEGINNING at the NW corner of said Section 14, thence easterly along the north line thereof of Chester Avenue, thence south on Chester Avenue to llth Street, thence west on llth Street to Rainier Avenue, thence north on Rainier Avenue to 13th Street, thence east on 13th Street to Whitney Avenue, thence north on Whitney Avenue to 15th Street, thence west on 15th Street to the westerly margin of said Section 14, thence north along the said west margin to the point of beginning. SECTION 11: These districts shall be formed as of the effective date of this Ordinance for purposes of the 1989 primary and general elections. Formation of these districts shall not have any effect upon the current Bremerton City Council. SECTION 12: Effective date: This Ordinance shall take effect 10 days after passage and publication.
