Estimated Traffic Generation: An increase in traffic could be expected from property rezoned from R-1 (SF and duplex) to R-2 (multi-family units). Approximately 8.05 trips per unit per weekday can be expected from a multi-family development (Source: Kendig, Performance ZQninq). 7. Landscaping: No landscaping is required in the R-2 zone except along the parking area which must meet Zoning Ordinance regulations. 8. Applicant's Statement: "Applicant de si res to construct a well designed, higher density development on the subject property which will better utilize the existing utilities and community services. Project will be compatible with other multi-family projects in the immediate vicinity." 9. Existing Use and Structures: .Single family home and four (4) rental units. 10. Surrounding Uses and zoning within 250 feet: North: Single family residences and condominium development to the Northwest (R-1 and R-2) South: Single family residences and Evergreen Memorial Park (R-l) East: Port Washington Narrows - salt water West: Single family residences and condominium development to the Northwest (R-1 and R-2) 11. There is a standard curb on the East and West sides of the Street. Sanitary Sewer: Yes Driveways: Yes 15. Closest R-2 Zone: Condominium development (Park Place) 150 feet Northwest of the subject site; 56 condominium units on 2 acres (26 units per acre residential density) . This development obtained a shoreline permit in 1977. 16. Existing Utilities: Water, sewer, power, and telephone service the site. 17. Planning Commission Preliminary Zoning Map 7E dated 11/1/82, designates the subject site as MX (Mixed Housing Types). 18. Smith Neighborhood Plan map (unadopted) designates the subject site as Greenbelt (park). 19. State Environmental Policy Act (SEPA): Declaration of Non- Significance issued June 27, 1984. The rezone will most likely result in an increase in residential units/population at the subject site and an increase in traffic at 17th and Park (number of vehicular trips to and from the site). Other areas of concern: storm water drainage, light and glare to surrounding residential properties, and noise associated with construction and traffic. 20. Zoning Ordinance: Redevelopment of the site must meet all applicable requirements of %he Zoning Ordinance (see A.2 above for summary of structure, setback, and lot provisions). 21. Bremerton Area Plan: See Exhibit E of Planning Commission Resolution No. 725 for applicable policies. 22. Neighborhood Plan-(unadopted): See Exhibit H of Planning Commission Resolution No. 725 for applicable neighborhood statements. 23. Shoreline Master Program: Before a building permit is issued, the applicant must obtain a shoreline permit. The shoreline permit for a proposed R-2 land use (such as an apartment complex) must incorporate all shoreline regulations as well as local zoning regulations. However, the more restrictive shoreline regulations for a twenty-five (25) foot height limitation and forty (40) percent width view corridor will be required for devel61ament of this site. Conclusions 1. The proposed rezone is in fairly close proximity to the downtown core and the Puget Sound Naval Shipyard, both of which are areas of employment concentration and activity centers. 2. The subject property is within walking distance to Evergreen Park which could provide a recreational outlet for new residents. 3. The subject property is in close proximity to Olympic College which could be utilized by new residents. 4. The proposed rezone is generally consistent with the following Bremerton Area Plan Policies: Encourage housing in locations convenient to activity centers; Encourage the private sectors efforts to meet community housing demands; and encourage private efforts to meet changing housing needs. 5. The proposed rezone to R-2 and permitted R-2 uses would be inconsistent with the Smith Neighborhood Plan (unadopted) which designates the area as Greenbelt/(Park). However, Evergreen Park is located to the South within walking distance from the subject site. 6. The proposed rezone is in close proximity (150 feet) to another R-2 rezone: Park Place. Park Place is a condominium development along the shoreline for 56 condominium units on two acres (residential density is 26 units per acre). Park Place obtained a shoreline permit in 1977. 85 109 )03 " I EE[ 329F 't 669 7. The proposed rezone would not set a precedence for future rezones (R-1 to R-2) for properties along the shoreline. The subject property is one of' the last remaining R-1 parcels along the shoreline going East and South from the Warren Avenue Bridge to the ferry terminal (most of this area is currently zoned R-2 and C). The precedence to rezone shoreline properties have been a.long established practice in the City (and other areas around the State) since the time when developers realized there was an ever increasing demand for multi-family residential housing at shoreline locations (shoreline locations are generally considered an amenity factor). 8. The existing utilities are capable of supporting urban levels of service; for example, water, sewer, power and telephone service the site. 9. The City Engineer has indicated that access could be a problem depending upon the location of a driveway (for any future development). However, the City Engineer has indicated that specific engineering requirements will be addressed at the shoreline permit stage. (A shoreline permit must be obtained for any R-2 development prior to submittal of a building permit.) NOW THEREFORE, THE CITY OF BREMERTON DOES HEREBY ORDAIN: ,~: That the use and area maps of Ordinance No. 1792, are hereby amended in conformity with Title IV, Chapter 1 thereof, as follows: Subject property: PART OF GOVERNMENT LOT ONE, SECTION 13, TOWNSHIP 24 NORTH, RANGE 1 EAST, W.M. ,~ IN BREMERTON, KITSAP COUNTY, WASHINGTON, DESCRIBED AS FOLLOWS: BEGINNING ON THE WEST BOUNDARY LINE OF SAID GOVERNMENT LOT ONE, AT A POINT 1910 FEET NORTH OF THE SOUTHWEST CORNER OF SAID LOT; THENCE NORTH ON THE WEST BOUNDARY OF LOT ONE 128 FEET; THENCE AT RIGHT ANGLES EAST TO THE MEANDER LINE OF DYE'S INLET; THENCE SOUTHEASTERLY ALONG SAID MEANDER LINE TO A POINT EAST OF THE POINT OF BEGIN- NING; THENCE WEST 350 FEET MORE OR LESS, TO THE PLACE OF BEGINNING; TOGETHER WITH TIDELANDS FRONTING THEREON; EXCEPT FROM THE ABOVE DESCRIBED TRACT THE NORTH 4 FEET THEREOF; AND EXCEPT PARK AVENUE ON THE WEST AS DEEDED BY AUDITOR'S FILE NO. 101647.
