Impervious surface could reach 100%. 6. Openspace (Space not covered by buildings): No minimum amount of openspace is required in a B-3 zone, however, setback requirements would result in some openspace. 7. Traffic Generation: A B-3 zone is the most intensive Business Zone. Significant traffic generation could occur from many B-3 uses; however, the size/location of the lot and the adjoining zoning might restrict some uses. Seventh street would be expected to accommodate any additional traffic from a B-3 use at the site. 8. Applicant' s Statement: "For establishing a commercial parking lot and any higher prospective use which may prove beneficial as the neighborhood continues to develop (e.g., construction of office space). Much of the surrounding area has developed commercially and proposed use would be consistent and beneficial." 9. Total Lot Area: Approximately 150 feet by-130 feet = 19,500 square feet or 0.45 acres. 12. Soils and Topography: Mapped as Neilton gravely loamy sand (0 to 3% slopes). State Environmental Policy Act (SEPA): A declaration of non significance was issued on the proposed rezone on April 27, 1984. Future development will be separately evaluated and an environmental checklist will be required. 18. Zoning Ordinance: Redevelopment of the site must meet all applicable requirements of the Zoning Ordinance (No. 2 above for summary of structure, setback, and lot provisions for non-residential building). 19. Bremerton Area Plan: See Exhibit "E" of Planning Commission Resolution No. 720 for applicable policies. 20. Neighborhood Plan (unadopted): The subject site is in the 4th District, Smith Neighborhood. See Exhibit "F" of Planning Commission Resolution No. 720 for neighborhood statement. Conclusions 1. The proposed rezone is generally consistent with the Bremerton Area Plan and Smith Neighborhood Plan which encourage new business development in established business areas. 2. The proposed rezone would be consistent with adjacent businesses in the area. The subject site is adjacent to a commercial parking lot and Nationwide Cablevision (to the East) and across the street from commercial parking lot (to the South). 3. The proposed rezone would convert an illegal use in the R-2 zone (commercial parking lot) to a legal conforming use in the B-3 zone. 4. It would appear that this proposed rezone would not set a precedence for expansion of commercial parking lots in this area. The precedence was established by the adjacent parking lot and parking lots across the street (on the South side of 7th Street). 5. The location of the subject site is in an area close to the downtown .Bremerton and near the Puget Sound Naval Shipyard, each of which are major points of concentration for vehicular traffic needing long term and short term parking. NOW THEREFORE, THE CITY OF BREMERTON DOES HEREBY ORDAIN: $~C~: That the use and area maps of Ordinance No. 1792, are hereby amended in conformity with Title IV, Chapter 1 thereof, as follows: Subject property: Lots 30-34, Lois L.
