Impervious Surface: Impervious Surface coverage of the subject site could reach 100% under current Zoning Ordinance provisions for B-3 zone. 6. Openspace (Space not covered by buildings): No minimum amount of openspace is required in a B-3 zone, however, the setback requirements listed above would apply and would result in some openspace remaining on the lot. 7. Hours of Operation: Not restricted by Zoning Ordinance provisions. 84 1012 O04 0 [ 322F 1i 5 .9 8. Traffic Generation: An increase in traffic generation would be expected from a site rezoned from R-1 to B-3. 8th Street and Park Avenue would likely accommodate any additional traffic which would be generated from any B-3 use established at the subject site. 9. Applicant's Statement: "This 20.5' x 121.66' lot adjoins 3 lots on the corner of Park and 8th. So long as it continues to be zoned residential it is unusable. If rezoned to commercial, it can be used with the adjoining 3 other commercial lots for development by a future purchaser." 10. Existing Use and Structures: Vacant and cleared; no structures. The adjacent property to the West has had structures removed; some burning of debris has occurred on this property. 11. Existing Utilities: City sewer and water lines run along Park Avenue. Telephone and power available to site. 17. State Environmental Policy Act (SEPA): Final Declaration of Nonsignificance issued o~ February 16, 1984. 18. Zoning Ordinance: Redevelopment of the site must meet all applicable requirements of the Zoning Ordinance. (See ~2 above for summary of structure, density and lot provisions for non-residential building.) 19. Bremerton Area Plan: See Exhibit "E" of Planning Commission Resolution No. 708 for applicable policies. 20. Smith Neighborhood Plan (unadopted): Map designation is COMMERCIAL. See Exhibit "E" of Planning Commission Resolution No. 708 for goals and policies for commercial development. Conclusions 1. The proposed rezone is generally consistent with Bremerton Area Plan and Smith Neighborhood Plan which calls for redevelopment of deteriorated structures and encouraging business in established business areas. The proposed site is close to the commercial core of downtown Bremerton; a B-3 zone of the site would most likely accommodate future development and expansion of this commercial area of Bremerton. 8410120040 2. The proposed rezone would provide for more intense use of the subject property while being compatible with the adjacent property to the West (zoned C). 3. The existing infrastructure and utilities in the area are capable of supporting urban levels of service; for example, there are existing water and sewer facilities; 8th Street and Park Avenue are paved public traffic ways which are improved and maintained to City standards. 4. Both 8th Street and Park Avenue would most likely accommodate any additional traffic which would be generated from a business use at the subject site. 8410120040 AMENE-ZD ZONING M/:,''-~ NR 385 i ~-" ....
