CONCLUSIONS
1. The proposed rezone t'o R-2 and permitted R-2 uses would
generally be consistent with several Bremerton Area Plan
housing policies; such as to provide housing for elderly,
handicapped, and low income persons; and to encourage
government assisted housing programs.
2. The existing and available infrastructure along Sylvan Way is
capable of supporting urban levels of services; for examplo,
Sylvan Way would most likely accommodate, any
traffic which would be generated from an R-2 use at the
subject site; there is existing water, telephone and power;
sewer hookup is available if the sewer line is ektended and
approved to City standards. Also, a ma]or shoppi~-~,: area
available for residents on Wheaton Way (less than t mile ea~t
of the subject property.) Bus and bicycle routes arc
available at Sylvan and Pine (less than 1/4 mile east.)
3. The maximum allowed residential density in the ]~-2 z,~ne
to 70 residential units per acre) is gen~rall3
with the following:
(a) Sheridan Neighborhood Plan which identifie:~
the area as Greenbelt low density (i-3 units per
acre) and medium to low density (4-5 units per
acre);
(b) Kitsap County Zoning Ordinance which
identifies property directly adjacent to the wesn
as 5 units per acre; and
(c) Bremerton Area Plan policies which states
residential densities for new developments should
be compatible with the existing neighborhood.
Existing residential densities surrounding the
subject property range from about 3.7 units per
acre (to the north) to 6 units per acre (to the
east). Adjacent Kitsap County densities are a
maximum of 5 units per acre.
b.'owever, the proposed rezone is in close proximity to several
multi-family properties in the area:
(a) Sylvan Way (Kitsap County): 18-30 units pe~
acre (less than 1/4 mile west)
(b) Pine Road: 15-18 units per acre (less than
1/2 mile southeast)
At the public hearing, there was general discussion
and concern about the location of the proposed
housing project (wh.ich requires the R-2 zone) and the
location of the new church (which could be in the R-
1 zone with a Special Use Permit or be allowed
outright in the R-2 zone). There was also concern
about potential significant adverse impacts on the
area if the entire property was zoned R-2. it was
concluded that only the portion of the property
proposed for the HUD housing project (approximately
2.5 acres) should be rezoned.
