O01-49 (GENERAL FACILITIES) - Increase several supply and 20,875 services accounts to formalize City Council's June, 1~85, authorization to complete various remodeling projects at a cost not to exceed $20,875. 001-73 (GENERAL MISCELLANEOUS) - Increase appropriations 226,071 to provide an additional $200,000 General Fund contribu- tion to City Street (102-42), to supplement the Workers' Compensation Fund (626-73) by $15,O00, and to provide additional funding to meet underbudgeted liability insurance costs of at least $11,071. Recommended appropriation of unanticipated revenues to General Fund ($25,479): 001-47 (ANIMAL CONTROL) - Increase appropriations for 2,000 rental of kennels on the basis of additional revenues collected for Animal Control operations. 001-51 (PARKS) - Increase appropriations to utilize grant 15,O2~ funds from Puget Power ($8,121) and I.A.C. ($6,908). The projects funded by these grants are the lighting system conversion at the pool and the Lion's Community Playfield Development, respectively. Funds for the City's match are already available within the Parks 1985 budget. ~01-33 (RECREATION) - Increase appropriations to utilize 3,450 community donations for operation of the 1985 Recreation For Special Populations Program. APPROPRIATIONS SUMMARY BY DEPARTMENT/ACTIVITY (page 2) O01-GENERAL FUHD: Recommended as a General Fund installment debt ($37,648): $01-76 (I!;FORMATION SERVICES) - Increase the appropriation $ 37,648 for Capital Equipment and Machinery to formalize the July, 1~5, authorized acquisition of a Disc-Drive and High-Speed Printer. In order to comply with proper accounting proced- ures, the full cost of equipment acquired under a lease purchase arrangement must be capitalized during the time period in which it was acquired. Subsequent years' payments will be shown as principal and interest payments. 102-CITY STREET FUND: 102-42 (CITY STREET) - Recommended that appropriations be 200,000 increased to provide funding necessary to continue opera- tions through the end of 1985. Unrealizable assumptions on proposed streetlight disconnections, costs to deal with unanticipated snow and ice problems, underestimation of insurance rates, excessive heavy equipment rental costs, substantial plastics price increases, and higher than anti- cipated activity in support of other city departments have combined to create this appropriation shortfall. In addi- tion to this requested appropriations increase, an attempt is being made to implement proposed 1986 staffing reductions at an early date. 305-ELECTRONIC MAINTENANCE FUND: 505-46 (ELECTRONIC MAINTENANCE) - Recommended that appropri- 15,0OO ations for resale parts and supplies be increased to replenish inventory to provide for completion of 1985 projects. This appropriation increase is supported by higher than anticipated revenues from non-City customers, who requested and received more service than originally projected. The completion of this work has resulted in depletion of inventory, which will be mitigated by the approval of this request. 510-E~UIPMENT RENTAL RESERVE FUND: 310-4~ (EQUIPMENT RENTAL RESERVE) - Recommended that 204,056 appropriations be increased to formalize the revised 1985 budget approved by City Council in June, 1985. Based on that approval, acquisition of computer equipment (B-25's and printers) as authorized in 19~4 and reaffirmed in 19~5 has been undertaken. Since these funds can only be utilized for City Council approved equipment acquisitions, any unexpended revenues will "roll over" to 1986 as a Beginning Fund ~alance.
