Sept. 4, 1985 (2) First moved to Bremerton as a Navy wife in 1947. Of her three children two (2) were born in Bremerton. (3) Purchased her first home in Bremerton - in 1949-1950 at 3121Preble Street. The home is still in the family. Katy refused to sell it over the years. To her Bremerton Washington was home and when her husband retired from the Navy in 1969 - they returned to Bremerton and purchased a second home at 630 Bertha Avenue. (4) Katy went to work for the State of Washington Department of Social Health Services-Public Assistance-on Auto Center Way in Bremerton. She worked there for 15 years until her death on September 4, 1985. Why should a street be re-named for Katy Penman? (1) Because the street in question (Western Avenue) is a dead end street that opens onto Auto Center Way in Bremerton (better known as "State Employee Lane") (2) Because said street has no current addresses listed so re-naming it would displace no-one. (3) Because Katy Penman was the kind of person which helps to make a County strong. Her integrity - above reproach. Her love of God known to all who knew her. Her compassion for the suffering of the world; Her refusal to compromise her principles; Her strength in facing death and helping her family and co-workers share the experience as a positive one. (4) Katy Penman was active in her neighborhood, serving as Board Chair- person for District 7 and willingly assisting Councilman Phil Drouin whenever requested to do so. (5) Katy served willingly when asked on the City of Bremerton's Special Charter Advisory Committee, founded by City Council. (6) Katy was devoted to helping save City of Bremerton-her loyalty and willingness to serve in whatever capacity requested is but one example of the many justifications for renaming Western Avenue to "Katy Penman Avenue". Page 2 (7) "Katy Penman Avenue" would be seen daily by all State employees who work on Auto Center Way - a constant reminder and inspiration to do their best each day to serve the residents of Bremerton and Kitsap County, due to her tireless efforts as a State employee.
