be expected frem property rezoned from R-1 to B-2.
9. Landscaping: Screening or an enclosure is required along
parking areas which adjoin streets, alleys and residentially
zoned or used property.

area.

Conclusions
The applicant is proposing a rezone for a site which has been
a home occupation in the R-1 zone. The adjacent property to
the North is a travel agent business which is operating as a
non-conforming use in the R-1 zone.
Approval of a business zone at this site would reinforce the
precedent for further business zoning between Sylvan and
Sheridan along Wheaton Way.
Approval of a business zone at this site would not be
consistent with Bremerton Area Plan Policies regarding
containment of existing "strip" commercial development and
concentration of business development.
The potential increased traffic from a business development
at the subject site would probably be accommodated by Wheaton
Way, however, additional traffic will contribute an
incremental increase to the congestion and accidents
currently encountered on Wheaton Way.
Due to the stated need by the City Engineer for additional
right of way along Wheaton Way between Sheridan and Sylvan,
if the subject request is approved, the rezone should include
the following condition:
Any new buildings shall be setback at least six
(6) feet from the East property line in order to
facilitate future widening of Wheaton Way.
Due to the extremely high levels of traffic along this
portion of Wheaton Way, the character of the area has changed
and become less desirable for residential uses.
The existing infrastructure and utilities (water and
sewer) are capable of supporting urban levels of
service. Wheaton Way, with an average weekday traffic
count of over 29,000 vehicles, is conducive to
businesses (B-2 and B-3) which require higher traffic
volu~es.
