WASHINGTON 98310 (206) 478 - 5252 MAYOR GENE LOBE July 8, 1987 TO: City Council/Budget & Finance Committee THRU: Mayor Lobe Rich Hanna/City Treasurer FROM: Dave Hiestand/Director of Personne SUB3: Need for Personnel DePartment Budget Adjustment The Personnel Department has experienced two (2) unprogrammed expense element conditions that will push the Personnel Budget beyond allocated '87 dollars. The first issue is depicted on the attached sheet where expenses associated with the hiring of a new Chief of Police for the City was $6510.47. Of particular impact is the Assessment Center expense of $4573.35. The second issue relates to the effect of mediation with the Firefighters and services of Cabot Dow Associates, our labor consultant. As of today, we have spent $14,435.51 from this year's allocation of funds. I should mention that in January we paid a 1986 bill of $2603.25 with 1987 money. Cabot Dow is now engaged in Police negotiations and we are about one-th/rd into the process of seeking a new contract with the Bremerton Patrolman's Association. If, and I repeat, we avoid mediation and arbitration with the Police Union, we can conclude negotiations with another $10,000 to cover Cabot Dow's services. In the event the Patrolmen become difficult we could face another $15,000 plus award in arbitration. I am requesting immediate consideration to cover both expense elements by allocating funds in the amount of $16,510.47 to the Personnel Budget into expense element 001-15-515.20-4110. This covers the Chief of Police issue and an additional $10,000 for labor consultant projected expenses through the completion of the normal bargaining process. (;amu'rty to thc Olyml, ivs ami th,me q/' thc Pugel ,Sotmd Naval Sttip. vard Personnel Department Budget Adjustment Page Two The effect of not being recognized for additional funds will be the immediate need to terminate Gabot Dow's contract and other internal controls to preclude overdraft.
