THE CItY OF BREMERTON DOES ORDAIN:
SECTION 1: A new chapter entitled, Department of
Personnel, is added to Title 2 of the Bremerton Municipal Code to
read as follows:
.010 DEPARTMENT CREATED. There is created the
Department of Personnel administered by the Director of Personnel.
The position of Personnel Director is appointed by the Mayor and
subject to Council confirmation.
.020 DUTIES. The department shall be responsible for
the following functions:
A. Advise City administrators on professional
personnel management practices including performance evaluations
and employee relations.
B. Coordinate and participate in labor negotiations
with employee bargaining units or exempt employees.
C. Conduct employee training and counseling.
D. Administer employee benefit programs.
E. Maintain personnel records.
F. Perform annual and special salary surveys.
G. Serve as liason between the administration and
Civil Service Commission.
